Green Street City Hall, Common, Council Chambers, 3rd floor DATE & TIME: 3:30 PM May 29, 2003 PRESENT: Commissioners Whispell, Slattery,Wigden,Laskowitz, McGruder, Passmore, Dill: Chief Loo, Deputy Chief Barnes, Alderperson Pryor. Staff, Nancy Falconer Excused: Commissioners Rovelstad and Nelson 1. Approval of Minutes of April 24th Meeting Correction: Delete the statement that Andy Hillman was Officer of the Month,, Motion to approve as corrected by Whispell, second by Laskowitz, approved unanimously. 2. Comments by the Public Tammy Baker spoke about the cancellation of the series of workshops. 3. Report from Common Council Budgets are beginning to be prepared early this year because of the extremely tight funding circumstances. Board members Wigden and Passmore were appointed to meet with staff to prepare a preliminary budget. 4. Report from the Police Department a) Josephine Flomerfelt is the new secretary to the Chief. b) Activities are being planned for freshmen at the colleges this coming fall as this appears to help lessen the partying. This approach will be used during Spring and Fall . 5. Old Business a) Tabling responsibilities were discussed and assigned. Future tablings include Ithaca Festival on May 30th, GIAC Festival on June 14, and Southside's Juneteenth on 21 June. b) Tabled: Discussion of new methods of publicity for the Board. 6. New Business a) Discussion of change of CPB Charter to allow youth member to vote at age 18. Copies of the Charter were passed and no change is necessary because it is covered in the current Charter. b) Obtaining the `Use of Force' form during investigations. Discussion followed. c) Chief Loo spoke on the merits of the "Verbal Judo" workshops he is planning for the officers. This will come from training funds and will replace the previously planned Community- Police workshops. 7. Adjournment to Executive Session; motion made by Commissioner Passmore, second by Laskowitz. 8. Return to Public Session; Report: No action taken. Adjournment.
