Excused: Commissioner Rovelstad Absent: Acting Chief Lauren Signer, Deputy Chief David Barnes The meeting was called to order at 3:40 pm. Mr. Daniel Whispell was not present to be introduced. 1. Approval of Minutes of November 21, 2002 Minutes were amended under Report from Police Department, last line, to read <The Mayor will select his choice of a candidate after interviewing them and their current employers> Motion to approve as amended by Commisioner Nelson, seconded by Commissioner Laskowitz. Approved unanimously, 2.- Comments by Public No one from the public was present to speak. 3. Report From Common Council Tabled: Alderperson Pryor entered the meeting at 4: 14, left the meeting at 4:45. Acting Mayor Manos attended from 4:40 to 4:45. 4.Report From the Police Department No one from the Police Department was present to report. 5. Old Business a) NACOLE membership: Discussion- no action taken b) Investigation procedures - tabled c) Other: Discussion of appeal procedure; no action taken 6. New Business a) Handouts distributed- no action taken b) Other: Discussion of probationary period for new members. No action taken. 7. Adjournment to Executive Session Two complaints were discussed and decided. Three other complaints were discussed, no action was taken. 8.Return to public session to report on complaint decisions: Complaint # 1. part 1 ( excessive force) and part 2 ( personal property not returned) Founded: Wigden, Laskowitz, McGruder, Passmore, Nelson Unfounded: None Abstentions: None Complaint # 1; part 3 ( false arrest) Unfounded: Wigden, Laskowitz, McGruder, Passmore, Nelson Founded: None; Abstentions: None Complaint # 2; ( false arrest ) Unfounded: Wigden, Laskowitz, McGruder, Passmore, Nelson Founded: None; Abstentions None The meeting was adjourned at 5:15. Motion made by Commissioner Laskowitz, passed unanimously.
