1. Approval of Minutes of October 24, 2002

3. Report From Common Council
Alderperson Pryor reported that there is currently a spending freeze on all budgets, and every item must
be approved by the Comptroller before any part of the budget can be used this year. For the CPB,
this means that the printing of the new brochures and the membership in NACOLE must be approved
before we spend it. It was suggested that Commissioner Wigden write a letter to the Comptroller
explaining the rationale for the membership in NACOLE.
4. Report from the Police Department
a) Acting Chief Signer reported that the three officer positions that are currently open will not be filled at
this time. There are also two civilian positions that will not be filled. The Chief had hoped to get onto the
State's network and servers soon, which would save about $20,000. New software would link the
department to the State and the National roster, but this would be contingent on getting onto the State
server first, and the typist position that will be cut would have provided the work necessary to prepare
data for this. Alderperson Pyror reported that Council is hopeful of working out solution to this problem;
possibly a temp position to do this work. Board members offered to attend the Council meeting to
support this solution.
b) The list of applicants for Chief's position has been shortlisted to three. The Mayor will select his

a) Commissioner Wigden reported that he has spoken to NACOLE and that they have given a discount to
our membership because we would be joining for only a part of the year. Membership begins in
September, and we would pay $250 rather than the usual $300.
b) NACOLE requires only one voting member, and the remainder of the Board would be non - voting
members. It was suggested that Commissioner Laskowitz be chosen for this, but as he will be on a
sabbatical leave, he cannot take it. Moved by Commissioner Rovelstad and seconded by Laskowitz that
Commissioner Wigden be the voting member, approved unanimously.
c) Board members reviewed the procedures for CPB investigations, led by Commissioner Laskowitz.
Further discussion was tabled until next month's meeting.
6. New Business
a) Deputy Chief Barnes handed over the procedures for training officers that came as a result of
Commissioner McGruder's request to the Syracuse police. Staff was asked to copy these and circulate to
members of the Board.
