HomeMy WebLinkAboutMN-CPB-2002-05-23ITHACA COMMUNITY POLICE BOARD MEETING M INUTES: Ithaca Community Police Board PLACE: City Hall, 108 East Green St. third floor at Council Chambers TIME / DATE: May 23, 2002 at 3:30 p.m. PRESENT: Commissioners Killeen, Wigden, Laskowitz, McGruder, Passmore Alderperson Pryor, Acting Chief Signer, Deputy Chief Barnes, staff Nancy Falconer. Absent: Commissioners Nelson and Rovelstad 1. Guest Speaker M. Olds, Acting Judge, Ithaca City Court reported on the process and treatment measures of the Ithaca City Drug Court. Tompkins is the only County in New York State to have three drug treatment methods functioning. If a non - violent drug or alcohol arrestee agrees to try City Drug Court he /she must attend mandatory sessions meeting every Monday. Each must attend a drug treatment session from 830 to 10:30 am, then is tested for drug use, then court begins at 11. Each case is reviewed each time. It usually takes a year before any positive results can be seen, and violations of the rules and attendance can result in sentencing instead of using Drug Treatment Court. M. Olds will let staff know when the next `graduation' is to be, and staff can attend. (Probably July) Approval of Minutes of April 23,20M Approved unanimously. 2. Report From Common Council a)Alderperson Pryor reported that the City legal council has stated in a written report that the complaint forms do not come under the category of statements to be sworn to under penalty of perjury. The written statements were handed out. b) The Search Committee for the new chief has been formed and will hold its first meeting soon. 3.Report from the Police Department a) Acting Chief Signer reported that Senior Week is going better again, with fewer reported incidents of any kind. b) There are two vacancies in the officer ranks, but there is a good list available to choose from. c) General orders books can be read by anyone at the Station. d) There is a bias crime prompt in writing on the state form, which is being used on trial by the local department for a test period. 4. Old Business a) It was decided that the Chair will write a form letter to be used by staff to send to officers who have received letters of commendation, and a summary of these are to be sent to Sgt. Wright (PBA.) These will be collected and -sent once a month or more often if there are large numoers_of them. 5. New Business a) Commissioners Passmore and Wigden will meet with the new Journal staff ongoing method of publicity for the CPB. 6. Adjournment to Executive Session Fk
