M INUTES: Ithaca Community Police Board
PLACE: City Hall, 108 East Green St. third floor at Council Chambers
TIME/DATE: April 25, 2002 at 3:30 p.m.
PRESENT: Commissioners Rovelstad, Killeen, Wigden, Laskowitz, McGruder, Nelson, Passmore
Alderperson Pryor, Acting Chief Signer, Deputy Chief Barnes, staff Nancy Falconer.
1. Approval of Minutes of March 21, 2002
Approved unanimously with the following correction: the last line under new business is changed to reap
`report back to the Board as appropriate."
2. Report From Common Council
The position of Police Chief has been posted and applications are being received.
3.New Business: None reported
4.Report from the Police Department
a) Acting Chief Signer was introduced.
b) A memo from Mayor Cohen was read that expressed his wish that the bias crime law be followed and
enforced wherever appropriate. Chief Signer said that she has reinforced this with the current Lieutenants on the
force . All bias that is linked to a crime must be listed on the reports. In answer to the Board members' question
about procedure she read several reports by IPD officers that contained such indications. The IPD is also having;
training session with officers where some community groups will educate them on what to look for that indicates
elder abuse. Discussion followed about the manner in which the arresting officer reports the crime, and member;
brought up the question of whether there could be some written indication on the report form that reminds them
of the need to look for the possibility of bias. Alderperson Pryor expressed concern that currently there are only
oral expressions that remind them of this need. Acting Chief Signer offered to review the orders and writings
since the law was passed and bring back to the Board the question of whether these may need updating.
c) Commissioner Wigden asked that the June agenda contain an item of whether the orders book could be
accessible to the Board members.
d) The IPD has been slightly reorganized in the past month. Lt. Monticello has been appointed a commander of
a platoon, and reports to Deputy Chief Barnes. A new Deputy Chief is needed to fill Chief Signer's vacant spot.
Lt. Williams was accepted at a ten week FBI training course and Sgt. Curatolo has been appointed as temporary
replacement. The `chain of command' has been reestablished . The IPD now has five new Community Police
Officers, sand a new Dispatcher has been hired. Discussion of the handling of Senior Week at Cornell was
brought up by Commissioner Killeen.
The meeting was adjourned to Executive Session for a brief time, then returned to Old Business items.
6. Old Business (continued)
a) Tabling: Staff reported that Commissioner McGruder has assembled the information for the Commons
events that are scheduled to date, and a calendar from City Hall Clerk's office has been obtained . June is the star)
of these events, and tabling is being arranged for Southside's Juneteenth on the fifteenth and GIAC's Festival on
the twenty- second. Schedules will be given to Board members for these
b) Ride along schedules were set :Commissioner McCrruder: May; Passmore for June, Rovelstad for July.
c) Commissioners Wigden and Passmore are enjoying the sessions at the IPD Civilian course, and asked that the
CPB provide refreshments at the final meeting on May 13. This was approved unanimously.
The remainder of the items were tabled until the June meeting, and the meeting was adjourned.
