HomeMy WebLinkAboutMN-CPB-2001-11-15ITHACA COMMUNITY POLICE BOARD MEETING M INUTES: Ithaca Community Police Board PLACE: City Hall, 108 East Green St. third floor at Common Council Chambers TIME / DATE: November 15, 2001 at 3:30 p.m. PRESENT: Commissioners Graham, Killeen, Wigden, Laskowitz, McGruder, Alderperson Pryor, Chief Basile, Deputy Chief Barnes, staff: Nancy Falconer. Guests: Ron Passmore, Juliette Ramirez, Kathy Herrara, Michael Mandel, Nancy Barcano, Candida Yvette Carabello, Michaela Salort - Mediea Excused: Commissioners Rovelstad and Nelson 1. Approval of Minutes of October 24, 2001 The minutes of October 24, 2001 were approved unanimously; motion made by Commissioner Laskowitz and seconded by Commissioner Killeen.. .2.Comments By the Public Most of the public attending the meeting was there to question and comment on the decision not to designate the recent attack on the Commons as a bias crime, as they felt it should have been prosecuted under this category. Discussion followed between the Chief and the public as to the reasons for not doing so. Chief Basile stated that he will be sure to notify all officers that if there is a fit between the definition of a bias crime and the facts of any crime, the charge of bias crime must be made by them, and also pointed out that the final decision of how to charge the crime is up to the City Prosecutor. The Board members discussed whether to request the Prosecutor to join the December meeting in order for them to obtain some answers to questions raised by the public. A motion was made by Commissioner Killeen and seconded by Commissioner Wigden to invite her. This was passed by the Board and Chair Graham stated she would write and request the Prosecutor's presence on December 13th, 2001. Board members thanked the public for bringing their concerns , and Chief Basile for clarifying what his actions will be in the future. Alderperson Pryor will pursue research on how the State courts make their decisions about their charges. 3. Report From Police Department a) The Chief reported that he has hired three new dispatchers to replace those leaving, and is conducting background checks at this time. b) Deputy Chief Glen Sharshon is retiring soon. Board members asked Commissioner Graham to bring a letter of thanks to the December meeting for the members to sign. 4. Old Business a) Update on Kendra's Law: Chief Basile says that there have been only two cases in Ithaca where it has been used, and he believes it will be revised soon. b) Board members were reminded that they need to hand in their biographies and or pictures as soon as possible, as well as their lists of outreach contacts, so they can be scheduled . 5. New Business a) Commissioner Graham announced that due to her workload elsewhere, she will resign at the end of her term, which is December 31, 2001. Possible replacements will be further discussed at next month's meeting. b) Staff will report back on the web site information and progress at December's meeting. 6. AdJournment The meeting was adjourned to Executive Session, moved by Commissioner Laskowitz and seconded by Commissioner Killeen.
