MINUTES: Ithaca Community Police Board
• PLACE: City Hall, 108 East Green St. second floor conference room
TIME/DATE: July 26, 2001 at 3:30 p.m.
PRESENT: Commissioners Graham, Rovelstad, Killeen, Alderperson Pryor,
Chief Richard Basile
Staff, Nancy Falconer
Excused: Deputy Chief Barnes, Commissioners Wigden,
Laskowitz, Nelson, Mcgruder.
1. Approval of Minutes of meeting of June 26, 2001
The minutes could not be approved as a quorum was not present.
2. Comments from the Public
Ron Passmore, a private citizen, because of his interest in joining the Board, was present again. Barton
Smith from RIBs ( Recycle Ithaca Bicycles Safely) was present to tell about the program and said they
have free helmets for kids and adults. He would like to have ideas on how to promote the program. Chief
Basile asked for fliers to give to the officers for handout to bikers and Alderperson Pryor also asked for
fliers to have for our tabling events.
• 3. Report From Common Council
a) Alderperson Pryor reported that the budget of this board can be adjusted to allocate $500
toward the price of installing the remainder of the equipment at the IPD that is needed for videotaping
bookings from beginning to end and in all four cells. However, there is apparently some money in a fund
at IPD that might be used to make up the difference. The Chief is looking for funds for this within the
Dept. and the Chief stated that he would try to put up the rest as soon as Deputy Chief Barnes returns and
can speak to its availability.
4.Report by Police Department
a) Deputy Chief Barnes is on vacation, and the Chief will be away attending a meeting out of town until
next Wednesday.
b)The Disaster Drill held last week at Titus Towers went well. A hitch occurred in the
communication setup temporarily, but can now be repaired.
c) Cones for Kids program will fit well with the RIBS program to advocate for wearing helmets.
5..Old Business
a) Three travel mugs and a letter for each were delivered to the three newest officers, Garin, Nelson and
Miller from the CPB as a welcome, albeit a late one. This will be continued when other new officers are
inducted.
b) Commissioner Killeen asked about the progress of the Needles Exchange program. Commissioner
Graham replied that it is slow. Anyone can now purchase 10 needles with no prescription, but this does
not help to get the old or used needles off the streets. Eventually, restructure of the Regional approach in
• AidsWork will work with the Health Department and accomplish the exchange program.
c) It was stated that forums that present the work of this Board to various community groups should begin
again .
2. Minutes, CPB July 26, 2001
•6. New Business
a)Commissioner Killeen spoke about the plan for some cooperation between campus police /safety and the
CPB. (The meeting between the two is tabled until September.) He is in touch with CU Safety and there
is a possibility of their attending a meeting here to discuss town -gown issues in September.
Commissioner Killeen will organize a list of issues to be presented ahead of time that they cash then
address, and will email members before the August meeting.
b) Commissioner Killeen handed out the resume of a potential new member of the Board.
c) August 26 is the date for the annual PUD's Run. Staff was asked to email people not here to ask if they
can help at a tabling. Ron Passmore offered to help.
Commissioner Killeen moved that the meeting be adjourned to Executive Session.
