MINUTES: Ithaca Community Police Board
PLACE: Second floor Conference Room, City Hall
TIME AND DATE: June 28, 2001
PRESENT: Commissioners Graham, Laskowitz, Nelson, Rovelstad , Alderperson
Pryor, Chief Richard Basile, Deputy Chief David Barnes;
Staff, Nancy Falconer.
Excused: Commissioners Killeen and Wigden.
1. Approval of Minutes of meeting of May 24, 2001
The minutes were approved unanimously. Moved by Commissioner Laskowitz, Seconded by
Commissioner Rovelstad.
2. Comments from the Public
Robert Passmore and Ms. Cohen were present from the public. Both wished to know more about the
operations of the CPB and Mr. Passmore is considering applying for Board membership.
3. Report From Common Council
a) Alderperson Pryor reported that this year's city budget is an extremely tight one, and the Mayor has
asked that each department present a no increase and a 3% decrease for 2002. The assessed property is up
from 58% tax exempt last year to 72% tax exempt this year.
b) `Birdie' Magruder is interested in coming back on the Board, and today's visitor, Ron Passmore, is
also interested in joining. He is three months short of the two year requirement for residency in the city,
and could not join the Board until September.
4. Report by Police Department
a) Chief Basile reported that the city had less trouble this year with student misbehavior during Senior
weeks for Cornell and Ithaca College. The interaction with the police was cooperative this year.
Discussion followed about methods of keeping the noise level down.
b) Sixty Minutes (CBS TV) program this past Sunday featured a portion about the team that was
put together by Ithaca Officers and Mental Health to meet the problems sometimes encountered dealing
with emotionally unstable patients. The program went well, and there was approving feedback from all.
c) Question was asked of the Chief by Alderman Pryor about any more planned sessions for diversity
training. Chief Basile said a third four hour session is planned for the Fall and it will be mandatory.
d) Alderperson Pryor asked whether the funds had been found within the IPD for the remaining piece
of equipment needed to start taping the bookings. The Chief says he is not sure when or where he will get
the funds now. The total amount needed is about $2700.00. He was also asked if he could arrange to tape
automatically rather than depending on an officer to remember to start the taping each time. Discussion
followed about these matters. Commissioner Rovelstad suggested the board look at whether some of the
cost could be taken from the CPB budget.

5. Old Business
a) Commissioner Graham has completed the letter to be sent by the Board to greet new officers. She
will finalize the draft and send it to staff to be typed on letterhead and to be presented with the travel
coffee mugs to the newest officers.
6. New Business
a) The discussion about whether the CPB could enhance cooperation between the campus police and
IPD was tabled as Commissioner Killeen is ill and absent from the meeting.
b) The 2002 CPB budget was presented and discussed and the Board approved it unanimously.
Moved by Commissioner Rovelstad and seconded by Commissioner Laskowitz. Discussion of who would
accompany Commissioner Graham to the Council meeting to present the budget followed.
Mr. Passmore requested a copy of the minutes be sent to him.
Moved that the meeting be adjourned to Executive Session, by Commissioner Laskowitz.
