1. Approval of Minutes of March 22, 2001
Moved by Commissioner Killeen and seconded by Commissioner Laskowitz. The minutes
were approved unanimously.
2 Comments from the Public
Ithaca College students videotaped the first half hour of the meeting. Commissioner
Killeen reported that although he could not attend today, Rayner Asse had called him to
ask how the police deal with racial profiling.
3. Report from Common Council
No one from Common Council was present.
• 4.Report From Police Chief
a) There has been another change in the scheduling of the Civilian Police Academy. It will
be held for 9 weeks from 7 -9p.m. on Monday evenings. The Chief will send the schedule
to us.
b) Sunday, May 6 at 4 PM, the Ithaca Concert Band will play at Kulp Auditorium. The
Police Department and other public service agencies are being honored. The Board
members are invited to attend.
c) Senior Weeks at CU and IC . The coverage by police will be scaled down again this
year, as the response last year by students to the heavy hand of former years was
cooperative, and the expectation by the Chief is that it will continue to be more
controlled. The police will go to party houses.
d) There is now a signed memorandum between PBA and Police Dept. for two 4 -month
tours of duty where the shifts will remain the same for officers. Chief Basile anticipates
that it will be advantageous for officers as well as the management, but either side can
cancel the arrangement.
e) Chief Basile reported that the Supreme Court decision on handcuffing would not
change the manner in which it is handled in Ithaca.
f) The Ithaca High School threat of bombing proved to be a hoax, as was expected by the
Chief.
g) The Chief reported that the Department would begin calling in the time of leaving an
arrest scene for both males and females. As well, the Department will begin continuous
taping of bookings at the station, and will probably keep them for a 6 -month period,
unless one of the tapes is part of a court case.
• h) The police department is asking for a grant for in -car video taping.
Commissioner Killeen asked about the possibility of installing cameras at stop signs and
red lights to catch offenders who do not stop. The Chief reported that the Mayor is very

much in favor of this, and has been working on it, but that it is an extremely expensive
installation and therefore has not yet begun.
5. Old Business
a)Commissioner Graham handed out a letter that she composed as a greeting to
new officers on the force. Members are to vet it and return with any comments.
b)Commissioner Laskowitz reported that the Spanish translation of the commendation
and complaint forms is completed. It will be copied and disbursed by staff in the near
future. He also reported that the date for the presentation by CPB will be May ist from
130 -3 PM.
c)Staff reported on the costs and numbers of pens and travel cups. Travel cups have
to be ordered in lots of 72 and are quite expensive. It was decided by Board members to
order 300 pens (approximately $150.00) and to buy a dozen travel cups and take them
to be printed locally.
6. New Business
a)Commissioner Killeen wishes to invite the Cornell and Ithaca College Security
staff to one of our meetings to discuss how we might cooperate with them.
Discussion followed and it was decided that he will invite them for the June
• meeting.
b) Commissioner Rovelstad suggested that the Board consider recruiting new members
from the Latino community, and someone from the mental health community.
Discussion will be continued next meeting.
Commissioner Killeen moved , and Commissioner Wigden seconded, that the meeting
be adjourned to Executive session.
