• MINUTES: Ithaca Community Police Board
PLACE: City Hall, second floor conference room
DATE/TIME: February 22, 2001 at 3:30 P.M.
PRESENT: Commissioners Wigden, Rovelstad, Laskowitz, Nelson,
Alderperson Pryor, Chief Basile, Deputy Chief Barnes;
Nancy Falconer, CPB Staff.
Nancy Schuler, Tompkins County Board of Representatives
Two students from Ithaca High School, Michael and Michelle.
ABSENT: Commissioners Killeen, Graham, Robinson.
Commissioner Nelson chaired in the absence of Commissioner Graham,
and called the meeting to order at 3:30 p.m.
1. Approval of Minutes:
A quorum was not present initially and approval of minutes was
postponed.
2. Comments from the Public
40 Mrs. Schuler was introduced and explained that she was present because
she has the task of gathering information about instituting a similar system
into the TC Sheriffs Department. The two high school students explained
they were present because they are working on a report about the CPB for
school.
3. Report from Common Council
a)� Commissioner Graham presented the end of year report to Common
Council last week.
b) Alderperson Pryor reported that a concerned citizen had raised the
issue about the length of time that it takes for a complaint to be completed.
Staff was asked to present a review of the last year or two in respect to time
taken from beginning to end of investigations and to report back.
4. Report from the Police Department
a) Chief Basile reported that the issues of disagreement on the size of
the SWAT team and the Captain/Deputy changes have been settled.
b) The Community Service opening has been filled by a temporary who
had been serving in that capacity.
c) Police Department members Barksdale, Signer and others have been
working on a Citizens' Police Academy to begin in April. Commissioners are
invited to participate. Participation could add to insight into how Officers
are trained and what perspectives they deal with.

A quorum was established at this time and the minutes of January 25, 2001
were approved unanimously.
5. Old Business
a) Commissioner Killeen made a presentation to the Kiwanis I1 group
(hosted by Commissioner Nelson) at the Main Moon restaurant. It was a
very diverse group, with much interest and many questions. This group
meets the 1st and 3rd Tuesday of each month at 6 p.m.
b) No progress to report on the Youth Advisory Group. Mrs. Schuler
suggested contacting the T.C. Youth Board. Staff will contact director Nancy
Zahler re this before next meeting.
c) Chief Basile responded to last meeting question re: time and mileage of
males Vs females and juveniles transport to the Police Station .
A motion was made: Recommend to the Chief that the operational
procedures regarding this be modified so that male, female and juvenile
subjects are transported with a consistent procedure in terms of time and /or
mileage reporting. The Chief will report back on the status of this initiative.
d) Mrs. Schuler asked how many complaints had come from within the
County jurisdiction, and what the disposition of these had been. Staff
reported that they had been referred to OAR, and the complainants had
been informed that we did not have jurisdiction outside the City.
