PRESENT: Commissioners Graham, Killeen, Wigden, Rovelstad, Laskowitz, Alderperson Pryor, Chief Basile, Deputy Chief Barnes; Nancy Falconer, CPB Staff ABSENT: Commissioners Nelson, Robinson Commissioner Graham called the meeting to order at 3:30 p.m. Elections for the year 2001 were called: Commissioner Graham remains as Chair, and Commissioner Laskowitz agreed to take on the task of assigning and monitoring cases. Moved by Commissioner Laskowitz and seconded by Commissioner Killeen; approved unanimously. 49 1. Approval of Minutes: The minutes of the meeting of December 21, 2000 were approved unanimously. Moved by Commissioner Killeen, seconded by Commissioner Laskowitz. 2. Comments from the Public No one from the public was present to speak. 3. Report from Common Council a) Presentation of the End of Year Report will be on the February 14th agenda of the Neighborhood and Community Issues committee due to the cancellation of January's N &CI meeting. b) The membership status of Commissioner Robinson will be referred to the Mayor with a request that, according to CPB Bylaws, the position be declared vacant due to the commissioner's absence from five consecutive meetings with no explanation. c) Requests have come from the Ukraine sister city as well as Tompkins County Board of Representatives for background material on this Board. It has been sent to them for review so that they may use it to establish similar boards if they choose. 4. Report from the Police Department 40 a) Three new Dispatchers have been hired, which fills the five positions allowed. M 6.New Business No new business was discussed 7. Open House Preparation The role play and parts to be played were rehearsed for the meeting at Titus Towers on January 29, 2001. 3 S. Adjournment b) The two PBA charges against changing the Captains' positions and making the SWAT team smaller that were pending have been resolved. Mediation continues between the city and the PBA. c) One Community Service opening still exists and an interview has been set up for this. d) In response to a question from Commissioner Wigden, discussion followed about the possible use of psychological testing for new recruits. The Chief would like it included, and Cornell is exploring a testing mechanism. For it to be used in the October recruitment exams, it would have to be in place and approved by September. e) Chief Basile announced that Officer Jim Herson was cited as Kiwanis Officer of the Month, and pointed out that he is an outstanding officer in the department . Alderperson Pryor asked if a letter from the board to the Kiwanis Officers would be a welcome support to them, and the Chief agreed. The board members agreed unanimously to an arrangement where each officer would be sent a commendation letter as he /she is selected. f) Upon a question from Commissioner Killeen, a discussion followed about the policy of handcuffing citizens as they are taken to the station. The Chief indicated that there are occasionally differences in the way that males and females are treated when taken in, although the policy is that both should be cuffed for safety. The board members agreed that males and females should be treated alike in the policies and the manner in which they are carried out. The Chief will report back on this next month. 5. Old Business a) Community Organization contacts and youth advisory group are postponed until the February meeting. M 6.New Business No new business was discussed 7.
