HomeMy WebLinkAboutMN-CPB-2000-09-280 ITHACA COMMUNITY POLICE BOARD MEETING MINUTES: Ithaca Community Police Board PLACE Common Council Chambers, third floor, City Hall TIME & DATE September 28, 2000 at 3:30 PM PRESENT: Commissioners Laskowitz, Nelson, Jones, Wigden, and Rovelstad Deputy Chief David Barnes, Alderperson Pat Pryor Nancy Falconer CPB staff Absent: Dwayne Robinson Excused: Commissioners Killeen and Graham, Chief Richard Basile 1. Approval of Minutes of August 24, 2000 The minutes were corrected to read that Commissioner Nelson seconded them, not Commissioner Killeen. Commissioner Laskowitz moved to accept and Commissioner Jones moved to second. The minutes as corrected were approved unanimously. 2. Comments from the Public • No one from the public spoke. A student from Ithaca College attended as a class assignment. 3. Report from Common Council Alderperson Pryor reported that the budgets of the Police Department and the Community Police Board for the year 2001 will be presented for review at 7:30 on October 16th, 2000 in Common Council Chambers. Board members are asked to attend if possible. 4 Report From Police Department Deputy Chief Barnes reported no new items to add to this meeting. There was some discussion of how to manage the continuing disruptions that some college student behavior causes at the time they arrive in the fall. but it was noted by Board members that it is generally better than it has been in the past. 5. Old Business a) Staff reported that a new sign has been delivered and that it is weatherproof and permanent. It was used first at the tabling event at Neighborhood Day at Human Services on September 21St b) The possibility of obtaining T -shirts for the Board members for better identification during these events was discussed. It was decided that Alderperson Pryor and Staff would look at the budget to determine if these could be purchased this year. Discussion of whether to use a motto • • Ithaca Community Police Board Meeting September 28, 2000 followed, and it was felt that it would be better to use the City of Ithaca logo as it appears on stationery and the words Community Police Board. c) Office Improvements were reported by staff as follows: A new printer is in use, as the original printer was to have cost more to repair than the cost of the new one. The connection to use email from the CPB office at GIAC has been repaired and now awaits connection to the city system. Cabinets have been ordered to enclose loose papers and supplies, but have been back ordered and have not arrived. The office has been checked out for the possibility of installing an air conditioner, but staff has not heard back as to whether this will be done New Business a) Commissioner Nelson managed the tabling event at Neighborhood Day held at 320 West State Street, on September 21 and reported that it was well attended. However, few people actually stopped to ask about the Community Police Board and he feels that we need to make better outreach • efforts, including the connections of Board members to other community groups. Commissioner Jones will contact the high school again to establish methods of reaching the youngsters who should know about this Board. b) A lengthy discussion followed about effective ways to outreach, in order to c) make people aware of our function. Commissioner Laskowitz said that he does not believe we should use methods that give the impression that we are trying to get more complaints, but instead that we are here if the citizens need us. Commissioner Wigden and was anxious that we get the word out that we can be an effective liaison, and believes the Board does need to be more aggressive in our efforts to do so. Commissioner Wigden handed out a statement that proposes a comprehensive review and recommendations for changes if any, in the written material used by the Board. Commissioners Jones, Rovelstad and Widgen along with Alderperson Pryor will meet to draw up these for presentation to the Board at the October 26th meeting. Commissioner Wigden has offered to do a simple database to track the kinds of issues that crop up . c) Staff was asked to distribute budget copies to new members. d) PUD's RUN attendance by Commissioners Laskowitz and Graham was to be reported but was tabled until the next month due to time shortage. The meeting was adjourned to Executive Session at 5:10. Moved by Commissioner Laskowitz and seconded by Commissioner Rovelstad. • 2
