MINUTES: Ithaca Community Police Board
PLACE: 320 West State Street, first floor conference room

PRESENT: Commissioners Graham, Jones, Nelson, Killeen

Commissioner Graham called the meeting to order at 3:30 p.m.
is 1. Approve Minutes of Meeting of June 22, 2000
Corrections were made as follows to the minutes :
Tabling with the helium balloon giveaways was conducted at Earth Day, the GIAC
Fair, the Latino Festival , and Southside. The tabling at Common Ground was
canceled at the last minute because of rain. Commissioners Jones, Killeen, Nelson,
Laskowitz and Graham have all participated in helping on one or more of these
occasions, and they have proved a success in that many children and some adults
have asked for balloons with our logo on them and some adults have asked for more
information about CPB. Moved, the minutes be accepted as corrected,
Commissioner Laskowitz, seconded by Commissioner Jones. The minutes were
approved unanimously.

2. Comments from the Public
No visitors were present.
3.. Report from Common Council
a)One youth who said he was interested in the CPB may attend a meeting. He did
not come today. No youth member has been appointed. It is hoped that other new
members will be appointed shortly.
b)The CPB budget is being worked on. Mayor Cohen has given permission to delay
our submission to the 15th of August rather than the first because we were not
notified of the correct date. Commissioners Killeen and Jones requested that they
review the budget before it is submitted.

4. Report From Police Department
a) The Chief reported that there are three openings in the Department at present.
Six potential officers have passed the agility test. Four of these are in the protected
classes. The Chief reported that if he had to stick to a flat budget for the coming
year, he would have to eliminate the three positions as well as two more.
b) Alderperson Pryor asked if the camera equipment that has been approved has
arrived yet. It has been ordered but has not yet arrived.
c) Commissioner Pryor also suggested that a request should be made to update the
entire police station, and to provide more and better space. Discussion followed
about how to support this as well as the new budget.
d) The Chief and Commissioner Pryor will be out of town for two weeks in August.
5. Old Business
a) A question was raised about publicizing the commendations the Board receives
re the police officers who are thanked or commended for their work at specific
times. Since the Journal does not want to take on the task of publishing this
information regularly, it was decided to submit the names in a more summarized
manner to the Ithaca Times, and that staff call or write the Editor (Bilinski) re this
possibility.
b) The definition of what constitutes a complaint was discussed. Commissioner
Jones said that every complaint should be written rather than taken orally as in the
cases where complainants have already filed one complaint and during the
investigation raise another issue or complaint. Various questions were raised about
whether it is too difficult at times for some clients to fill out a formal complaint, but
it was decided that it is made clear that they can request help at any time from a
Board member or someone else in the community, and people have done this at
times.
c) Staff was asked to send out to Board members a typewritten list of the groups
each can contact in order to extend our outreach efforts. Board members will bring
these back filled in so that we have a record of what contacts each is responsible for.
d) A discussion of Kendra's Law followed, and the response of the two members of
the community who are affected by it. One is expressing thanks as it appears to
have helped him regain a better balance. Another is suing the State as he feels it an
intrusion on his life that he does not desire.
The meeting was adjourned to Executive Session at 5:05. Moved by Commissioner
Killeen and seconded by Commissioner Nelson.
