MINUTES: Ithaca Community Police Board

1. Approval of Minutes of February 24, 2000
The Minutes were corrected on page two under Old Business,
(b) Lines 11, 12 and 13, to read: "plus one youth member who
will take part in all duties of a Commissioner except that (s)he
will not take part in investigating incoming complaints."
Approval of the minutes was put off until the next minutes
because it was believed that there was not a quorum present.
2 Comments from the Public
No one from the public attended.
3. Report from Common Council
No one from Common Council was present.
4 Report From Police Chief
a) Deputy Chief Signer reported that of those who had applied
for possible positions recently, the first 21 who had scores of
90, 95 and 100 on the recent testing were invited to attend a
meeting with the recruiters about the upcoming agility tests,
and what is involved in taking them. Of the 21, 6 attended.
b) Deputy Chief Signer also reported that officer Barry
Langerian has retired, and will be replaced in September by
one of the new applicants who remains on the list at that
time. The SWAT team is set up and ready when necessary.
Discussion followed about the PBA response to the
reforming of the team.
c) The three new officers who missed the Diversity Training
will be in a separate session very soon.
d) Feedback on the bus accident at Cornell, which resulted in a
student's death, implied that the police came across as cold
and blaming the victim. Deputy Chief Signer said that this

e) was the result of the editing of her statements when she was
interviewed.
5. Old Business
It was decided that the Police Board will cover an information
table at Earth Day April 22 at Stewart Park for the 5 hours from
10 to 3 p.m. Commissioner Laskowitz will call other
Commissioners re helping at the table. The materials that are
prepared were presented to the Commissioners, and include
pictures of community police and children, and samples of the
brochures and complaint applications as well as a large sign
saying COMMUNITY POLICE BOARD. These have been
prepared by staff as well as a supply of balloons to be given to
children which are imprinted with "COMMUNITY POLICE
BOARD >" N. Falconer reported on the tabling at GIAC Craft
Fair.
Commissioner Laskowitz reported that he received a letter from
the mayor extending his term to December 31St, 2001.
Commissioner Laskowitz moved that the meeting be adjourned
to Executive Session, seconded by Commissioner Nelson. The
meeting was adjourned to Executive session at 4:20 p.m.,
