HomeMy WebLinkAboutMN-CPB-2015-10-28CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. October 28, 2015 Present: Co-Chairs: Kane, Rogers Commissioners (6) LaPadula, Wright, Onyejuruwa, DaGrossa, Beem-Miller, LaFave OTHERS PRESENT: Common Council Liaison – Kerslick Deputy Police Chief Monticello Information Management Specialist Day EXCUSED: Youth Commissioner: Hause CALL TO ORDER: 3:30 p.m. APPROVAL OF MINUTES OF THE July 22 and August 26, 2015 MEETING: By Commissioner DaGrossa: Seconded by Commissioner Onyejuruwa RESOLVED, That the minutes of the July 22 and August 26, 2015 Community Police Board meeting be approved as published. Carried Unanimously INTRODUCTION: The Board made their introductions and welcomed new Commissioner Bruce Beem-Miller and Commissioner Nicole LaFave. REPORT FROM COMMON COUNCIL: Common Council Liaison Kerslick reported that the Community Outreach Worker Program Quarterly Report for July 10, 2015 – September 30, 2015 by the Family and Children’s Service of Ithaca is now available. The report will be distributed for review and any questions can be addressed at next month’s meeting. The proposed City of Ithaca 2016 final budget will be on the November 4th, 2015 Common Council Agenda for discussion and a final vote. The Ithaca Police Department Budget Proposal for 2016 will be e-mailed/mailed to Board members for their review, and information. REPORT FROM THE POLICE DEPARTMENT: Acting Deputy Chief Monticello reported that the Ithaca Police Department’s first community Bar-B-Q was held on October 17, 2015 at Southside. It was a very cold day but there was a good turnout of community members. Approximately 200-225 people attended the event. The Ithaca Police Department hired three lateral transfers from other police agencies; Officers Van Auken, Dupay and Card. There are still 4 vacancies to fill, the City receive a lot of applications and the Police Officer Civil Service test will be held in November. The Department is still working on 98 policy accreditations; 30 of them have been completed, 30 more were just finished, and the remaining 38 will be done by February/March 2016. Accreditations are set up by the State; which sets the standards for police training and operations. It can also help to lower insurance premiums. The body camera training has been completed, and officers will begin using the cameras on Monday, November 2, 2015. REPORT FROM STAFF: Staff Day distributed the following information to Board Members: Updated Community Police Board roster Officer Compliment letters Community Police Board Brochure Staff Day reported that the City of Ithaca has a digital television channel which is located at 97.4, it has a slide with information about the Community Police Board that runs between different Government meetings. She further reported that due to the Holiday’s in November and December the Community Police Board meetings will be held on November 18, 2015 and December 16, 2015 the Third Wednesday, instead of the Fourth Wednesday. The regular meeting schedule will resume in January. OLD BUSINESS: Commissioner Rogers reported that he would put together the 2015 Annual Community Police Board Report; unless anyone had any objections. No Board member objected. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner Onyejuruwa RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously RECONVENE: The Board reconvened into regular session and took action on the following resolution: RESOLUTION: By Commissioner Rogers: Seconded by Commissioner Kane RESOLVED, That case number 2015-3 be considered closed.
