HomeMy WebLinkAboutMN-CPB-2011-12-15 APPROVED ITHACA COMMUNITY POLICE BOARD MEETING MINUTES LOCATION: Third Floor, Common Council Chambers, City Hall, 108 East Green Street TIME/DATE: December 15, 2011 @ 3:30 pm PRESENT: Commissioners Bush, Hang, Kane, Laskowitz, Rogers, and Slattery; IPD Deputy Chief John Barber; Staff: Herden ABSENT/EXCUSED: Alderperson Zumoff GUESTS: David Nutter and Rob Brown Chairperson Slattery called the meeting to order at 3:35 pm. 1. Introductions 2. Approval of Minutes of Meeting of November 17, 2011 The minutes were approved unanimously. 3. Comments from the Public David Nutter, of the Pedestrian Advisory Council. had questions about a recent interaction with an IPD officer concerning pedestrian crosswalk rules. Mr. Nutter recounted an incident during which he stopped for a pedestrian at a pedestrian crosswalk and was immediately after pulled over by an officer for impeding traffic. Mr. Nutter sought clarification of police policy regarding the law that requires cars stop when a pedestrian is in the crosswalk. For example, what constitutes a pedestrian's being in the crosswalk? Chief Barber offered to investigate the issue and report back to the Board. 4. Report from Common Council none 5. Report from Police Department Chief Barber reported that this was a busy month for IPD. Chestnut Hill Apartments was the scene of a homicide and, later, a stabbing. There were significant disturbances at West Hill, as well. including a barricading and a serious domestic situation. A community meeting was held at LACS to discuss the recent violent crimes. The Chief continued his report with an update on one impact of the 2012 City budget. As of January 1, there will be no staffing at IPD's front desk between 11:00 pm and 7:00 am. With three open positions with funding, IPD hopes to make one offer soon and is interviewing to fill the other two. An additional two positions will not be filled due to funding constraints. IPD will deploy a burglary suppression detail at Cornell University and its environs when the students leave for winter break. Report from Staff The Community Police Board office phone is again operational. Staff will ask the City Attorney if it is acceptable to scan new complaints and email to assigning and investigating commissioners. A date will soon be set for a presentation to GIAC middle schoolers on what to do if stopped by the police. 7. Old Business No old business was discussed. 8. New Business a. Pursuant to the City Charter, election of new officers will take place during the January board meeting. b. Resigning Commissioners Jonathan Laskowitz and Dan Slattery were thanked for their many years of thoughtful and dedicated service by all present. Among many expressions of gratitude, Commissioner Bush stated appreciation for the way the commissioners "helped shape the Board in the image its in today." 9. Adjournment to Executive Session @ 4:19 pm Motion by Commissioner Slattery and seconded by Commissioner Laskowtiz to move to executive session to discuss open complaints then return to public session and adjourn. One open complaint was discussed: 1. Open complaint (Laskowtiz and Bush) was carried over. (#0811) 2. New complaint (Kane) was carried over. (#1011) One new complaint and five new citizen letters of compliment were received between the November and December board meetings.
