ITHACA COMMUNITY POLICE BOARD MEETING MINUTES

PRESENT: Commissioners Bush, Hang, Kane, Laskowitz, Rogers. and Slattery; Staff: Herden
ABSENT/EXCUSED: Alderperson Zumoff

Chairperson Slattery called the meeting to order at 3:30 pm.

2. Approval of Minutes of Meeting of October 27, 2011
The minutes were approved unanimously.
3. Comments from the Public
none
4. Report from Common Council
none
5. Report from Police Department
none
6. Report from Staff
The Community Police Board office phone is out of order. IT for the City of Ithaca is working to
rectify the problem. Cell phones were purchased for use by commissioners during complaint
investigations.
7. Old Business
No old business was discussed.
8. New Business
The terms of Commissioners Slattery and Laskowitz end on December 31, 2011. In addition,
Commissioner Firenze has resigned his position on the Board. This will leave only four
commissioners serving in 2012.
Commissioner Kane suggested that the complaint process could be speeded up by CPB staff's
initiating a request for any pertinent police documents when the complaint is first received.
Commissioners expressed a desire to have access to both critical documents (complaint report
and police report) at the beginning of the investigation process. CPB Commissioners voted
unanimously for CPB staff to acquire pertinent police materials related to a complaint case as
soon as possible, ideally before the complaint is assigned to a CPB Commissioner.

9. Adjournment to Executive Session @ 4:17 pm
Motion by Commissioner Laskowitz and seconded by Commissioner Rogers to move to
executive session to discuss open complaints then return to public session and adjourn.
One open complaint was discussed:
1. Open complaint (Laskowtiz and Bush) was carried over. (#0811)
No new complaints and no new citizen letters of compliment were received between the October
and November board meetings.
