HomeMy WebLinkAboutMN-CPB-2011-10-27 ITHACA COMMUNITY POLICE BOARD MEETING APPROVED MINUTES: Ithaca Community Police Board PLACE: Third Floor, Common Council Chambers, City Hall, 108 East Green Street TIME/DATE: October 27, 2011 @ 3:30 pm PRESENT: Commissioners Kane, Laskowitz, Rogers, and Slattery; Staff: Heiden; Chief Vallely ABSENT/EXCUSED: Commissioners Bush, Hang, Smith: Alderperson Zumoff GUEST: Rob Brown Chairperson Slattery called the meeting to order at 3:30 pm. 1. Introductions 2. Approval of Minutes of Meeting of September 22, 2011 The minutes were approved unanimously. 3. Comments from the Public none 4. Report from Common Council none 5. Report from Police Department Chief Vallely reported on the recommendation for several Ithaca Police Department members to be recognized as Kiwanis Officers of the Month. Officers Sarah Crews, Patrick Kimmich, Carl Hubbell, David Amaro, John Joly, and Robert Dupay, along with Lieutenant Michael Watkins. Investigator Michael Gray., and Deputy Chief John Barber, successfully contained and de- escalated an incident with an armed and apparently suicidal man on May 29, 2011. Continuing his report., Chief Vallely described a recent hostage situation in Elmira during which the Ithaca Police Departments SWAT Unit was called in to assist. The SWAT units of Elmira and Ithaca have a mutual aid agreement. Regarding the desire of members of the Southside neighborhood to form a Community Watch, Chief Vallely stated that the IPD was waiting to hear where citizens wished to have Neighborhood Watch signs posted. 6. Report from Staff The Community Police Board canceled its participation at the Apple Harvest Festival due to very high winds. Commissioners were reminded to schedule their annual police ride-alongs. 7. New Business The reader response to an August 8, 2011 article about the IPD's assisting with training for National Guard and Reservists was discussed. Commissioners agreed that no follow-up action was required. 9. Adjournment to Executive Session @ 4:01 pm Motion by Commissioner Laskowitz and seconded by Commissioner Rogers to move to executive session to discuss open complaints then return to public session and adjourn. Three open complaints were discussed: 1 Open complaint (Rogers, Hang, and Slattery) was discussed and voted "resolved". (#0711) 2. Open complaint (Laskowtiz and Bush) was carried over. (#0811) 3. Open complaint (Slattery) was discussed and voted "unfounded". (#0911) One new complaint (#0911) and no new citizen letters of compliment were received between the September and October board meetings.
