MINUTES: Ithaca Community Police Board

PRESENT. Commissioners Bush, Firenze, Hang. Kane. Laskowitz, Rogers. and Slattery,
Alderperson Zumoff; Staff: Herden; Chief Vallely
ABSENT/EXCUSED: Commissioner Smith

Chairperson Slattery called the meeting to order at 3:30 pm.

2. Approval of Minutes of Meeting of August 25, 2011
The minutes were approved unanimously.
3. Comments from the Public
Mr. Brown introduced himself as a member of the public interested in learning more about the
workings of the Board.
4. Report from Common Council
Alderperson Zumoff reported that voting on the City of Ithaca budget is scheduled to take place
mid-November.
5. Report from Police Department
Chief Vallely discussed the recent shootings on Cleveland Avenue and State and Plain Streets.
Two persons were arrested in connection with the Cleveland Avenue incidents. Responding to
the shootings, members of the Southside neighborhood have asked for additional police
presence and the formation of a neighborhood watch program. A community potluck is
scheduled for September 28 to begin the neighborhood watch process for Southside.
The Chief continued his report with a discussion of potential budget cuts and their impact on the
Department, especially in terms of staffing. Information from the uniform crime report (which
comes out twice yearly) was presented. While crime nationally is down 1%, Ithaca has seen a
decline of 20%.
6. Report from Staff
The Community Police Board plans to have an informational table during Saturday of the
upcoming Apple Harvest Festival weekend. Commissioner Slattery is working with Herden to
offer to schools and youth programs a presentation on what to do if stopped by the police.

No new business was discussed.
9. Adjournment to Executive Session @ 3:54 pm
Motion by Commissioner Rogers and seconded by Commissioner Hang to move to executive
session to discuss open complaints then return to public session and adjourn.
One open complaint was discussed:
1. Open complaint (Firenze and Kane) was discussed and voted "unfounded". (#0611)
Two new complaints and one new citizen letters of compliment were received between the June
and July board meetings.
