MINUTES: Ithaca Community Police Board

PRESENT: Commissioners Bush, Firenze, Hang, Kane, Laskowitz, Madeo, and Slattery: Police

ABSENT/EXCUSED: Commissioners Rogers and Smith; Alderperson Zumoff

Chairperson Slattery called the meeting to order at 3:32 pm.

2. Approval of Minutes of Meeting of May 26, 2011
The minutes were approved unanimously.
3. Comments from the Public
There were no comments from the public.
4. Report from Common Council
There was no report from Common Council.
5. Report from Police Department
Chief Vallely presented two letters of gratitude that were written to various IPD officers. One
letter was from IPD Sergeant Garin expressing his appreciation to Officers Goldsberry,
Paolangeli and Niemi and Sergeant Brotherton for their assistance at the Ithaca Festival. Another
letter, from the Franziska Racker Centers, thanked Officers Neimi and Doane for their help at the
Fall Creek Elementary School's Bikes. Blades, and Boards Rodeo.
In addition, the Chief addressed Commissioner Madeo's question from the prior month about the
use of deadly force by police officers. Article 35 of the New York Penal Code covers the use of
deadly force. Chief Vallely reported that it may be used to save the lives of or prevent serious
damage to others or to save one's own life.
6. Report from Staff
CPB had an informational table at the Juneteenth celebration. The Board's brochure was
updated.
7. Old Business
PBA President John Joly has not responded to Commissioner Firenze's request for a one-on-one
meeting

Potential requests for City Charter changes from CPB to The Charter & Code Review Working
Group were discussed. Three changes were outlined. 1) Change the language regarding the taxi
license appeal process from giving power to the CPB to overturn the Chiefs decision to, instead.
offering recommendations to the Chief 2) Add an additional Youth Commissioner slot to the
CPB. 3) Alter the way terms for Board members expire and what happens afterward.
A draft letter from the CPB to the Working Group with the requested changes will be presented to
the CPB Commissioners for comment prior to being submitted.
8. New Business
In keeping with CPB's mission to serve as a liaison between the community and the Ithaca Police
Department, staff will write and submit brief informational newspaper articles on various pertinent
topics, such as what to do when stopped by the police, how to protect your home or car against
theft, what to do when you've been involved in a vehicle accident, what are orders of protection,
etc.
9. Adjournment to Executive Session @ 3:55 pm
Motion by Commissioner Laskowitz and seconded by Commissioner Hang to move to executive
session to discuss open complaints then return to public session and adjourn.
One open complaint was discussed:
1. A new complaint was assigned to Commissioner Firenze, with new Commissioners Kane
and Hang assisting. (#0611)
One new complaint and one new citizen letter of compliment, referencing two officers, were
received between the May and June board meetings.
