MINUTES: Ithaca Community Police Board

PRESENT: Commissioners Firenze, Kane. Hang, Laskowitz, Madeo, and Rogers; Staff: Herden
ABSENT/EXCUSED: Commissioners Bush. Smith, and Slattery; Alderperson Zumoff; Chief
Vallely

Co-chairperson Firenze called the meeting to order at 3:35 pm.

2. Approval of Minutes of Meeting of April 28, 2011
The minutes were approved unanimously.
3. Comments from the Public
There were no comments from the public.
4. Report from Common Council
There was no report from Common Council.
5. Report from Police Department
There was no report from the police board.
6. Report from Staff
Staff reported on the May 18 meeting of the Charter & Code Review Working Group, which
several members of the Community Police Board attended. The Group is primarily interested in
making the Charter consonant with current practice and updating the language of the document.
With that in mind, the Group requested copies of CPB's policies and procedures, revising them
first, as necessary.
7. Old Business
PBA President John Joly has not responded to our invitation to attend a CPB meeting.
Commissioner Firenze will see if he is available for a one-on-one meeting.
8. New Business
Commissioner Firenze will seek a donation of helium tanks for CPB's Apple Harvest Festival
tabling in the fall.
Commissioner Madeo asked what determines the use of deadly force within the context of a
police action. Are there State- or City-determined guidelines or rules regarding the use of deadly
force?

9. Adjournment to Executive Session @ 3:59 pm
Motion by Commissioner Kane and seconded by Commissioner Hang to move to executive
session to discuss open complaints then return to public session and adjourn.
One open complaint was discussed:
1. Complaint is not IPD-specific and will be passed along to appropriate law enforcement
agency. with complainant's permission. (#0511)
One new complaint and no new citizen letters of compliment were received between the April
and May board meetings.
