MINUTES: Ithaca Community Police Board
PLACE: Third Floor, Common Council Chambers, City Hall, 108 East Green Street
TIME/DATE: March 24, 2011 @ 3:30 pm
PRESENT: Commissioners Bush. Laskowitz, McGruder, Kane., Rogers. Hang, and Slattery;
Chief Vallely; Staff: Herden
ABSENT/EXCUSED: Commissioner Smith; Alderperson Zumoff
Chairperson Slattery called the meeting to order at 3:38 pm.
1. Introductions
The three new Community Police Board Commissioners — Rick Rogers, Shirley Kane, and
Shelby Hang —were welcomed. The subject of confidentiality was discussed, as well as an
additional duty of the Board overseeing the taxi cab license appeal process. Chief Vallely stated
his opinion that the CPB, rather than the Police Chief, should be the signer of any taxi cab
license that is awarded by the Board on appeal.
2. Approval of Minutes of Meeting of February 27, 2011
The minutes were approved with one correction: Commissioner Firenze was absent and
excused. Commissioner Laskowitz moved to approve last month's minutes. Commissioner Bush
seconded. The minutes, with correction, were approved unanimously.
3. Comments from the Public
A member of the public had several questions about police procedures, including how to procure
an order of protection, which Chief Vallely answered.
4. Report from Common Council
There were no comments from Common Council.
5. Report from Police Department
The IPD recently hired four new people, but seven positions remain unfilled at the time of the
meeting. The residency requirement includes living in Tompkins County or any of its contiguous
counties.
Slope Day at Cornell and Prospect Street parties near Ithaca College will occur on the same day
this year. Ithaca College is holding more end-of-year events. with one goal of keeping students
on campus rather than at the Prospect Street parties. Chief Vallely reported that Cornell
University has been doing a wonderful job of regulating Slope Day, especially with regard to
drinking. They have been working with fraternities & sororities on moderating alcohol
consumption.
The Department is making progress on its accreditation process, currently working on general
orders and procedures.

IPD hosted a traffic reconstruction school, which 13 officers from Central New York attended (6
from IPD). All 6 IPD officers passed this two-week college-level training. IPD will host the next
level of training, as well. In addition, IPD hosted a car-pedestrian investigator school. Tuition
proceeds allowed IPD to train 6 officers for free.
6. Report from Staff
All members of the CPB are required to go on an Ithaca Police Department ride-along. A fire
resistant filing cabinet is being purchased by CPB to better protect its records.

9. Adjournment to Executive Session @ 4:11 pm
Motion by Commissioner Laskowitz and seconded by Commissioner Bush to move to executive
session to discuss open complaints then return to public session and adjourn.
Two new investigations were discussed and voted on:
1. Complainants will receive letter: investigation ongoing. (Bush/#0111A&B)
2 Complaint was founded but officer behaved appropriately. (Slattery/#0411)
Meeting ended at 4:55 pm.
One new complaint and two new citizen letters of compliment were received between the
February and March board meetings.
