MINUTES: Ithaca Community Police Board
PLACE: Third Floor, Common Council Chambers, City Hall, 108 East Green Street

The meeting was called to order at approximately 3:40 pm.
1. Approval of Minutes of meeting of December 17, 2009
The minutes were approved unanimously, without changes.
2. Comments from the Public
There were no comments from the public.
3. Report from Common Council
The Community Police Board's new Common Council liaison. Joel Zumoff, introduced himself.
Alderperson Zumoff discussed the issue of security at City Hall. The use of a security
checkpoint and whether a private security company will continue to operate it are due to be
reviewed by Common Council in the next couple months, according to Zumoff.
4.Report from Police Department
Chief Vallely reported that, with regard to Community Police Board-related business, it's been a
quiet time since the previous Board meeting. No action has been taken by the police on any
Community Police Board complaints, and there have been no meetings with complainants.
Several thank you letters from the public have arrived during the past month. Chief Basile read
aloud one that expresses appreciation for Officers Arsenault, Navarro, Gray, and Necheporek
for helping the writers feel well protected during the investigation and aftermath of a traumatic
incident.
5. Old Business
Della Herden has been hired to replace Nancy Falconer as the new staff member for the
Community Police Board. Falconer will continue working for the Board for the next month while
she trains Herden. Falconer plans to be present for the February 25, 2010 Community Police
Board meeting.
6. New Business
Guests Ralph LaPadula and Tomo Shibata were welcomed by Chairperson Slattery as potential
commissioners. Given the presence of so many new to the Community Police Board (Common
Council liaison Zumoff, Commissioner Smith, Deputy Chief Tyler, and staffer Herden), as well
as the potential commissioners, everyone in attendance introduced themselves. In addition, the
Chair explained the role of the Community Police Board, the scope and limits of its activities,
and the general procedure for following up on official complaints.
7. Adjournment to Executive Session @ 4:17 pm
Motion by Commissioner Firenze, seconded by Commissioner McGruder. to move to executive
session to discuss and vote on results of investigations of open complaints, return to public
session and adjourn. Alderperson Zumoff was invited to attend this session.
Three investigations were discussed:
1. One complaint case is inactive as complainants are pursuing legal action.
2. Chairperson Slattery is waiting for a response from complainant to messages requesting a
meeting. Slattery has a detailed police report in hand and is hoping to meet with
complainant soon, the next step in the investigation process. Investigation carried over to
complete.
3. Commissioner Laskowitz reported that the third of three complaints filed by complainant
has been dropped. The complainant requests a meeting with Chief V, which Laskowitz will
set up. Investigation carried over to complete.
No new complaints have been filed. Three thank you notes, referencing eight officers, were
received at the board meeting.
