MINUTES: Ithaca Community Police Board

Chairperson Slattery called the meeting to order at 3:36 pm.
1. Approval of Minutes of Meeting of June 24, 2010
Commissioner Laskowitz moved to approve last month's minutes. Commissioner Firenze
seconded. The minutes were approved unanimously.
2. Comments from the Public
There were no comments from the public.
3. Report from Common Council
Alderperson Zumoff reported that it has been a relatively quiet period with regard to Common
Council and IPD-related issues, with one significant exception. At a special meeting on July 14,
the council passed a resolution of support for Bangs, the Ithaca Police Department sergeant
whose home was set on fire. The State Police are investigating the arson. Separately, local
law enforcement will be on additional alert due to the influx of Grassroots Festival attendees.
4. Report from Police Department
There was no report from the Police Department.
5. Old Business
a. To date, no new appointments to the Ithaca Community Police Board have been made. No
notice of new applicants has been received by the Chair. Commissioner Firenze has scheduled
an August 16 meeting with Mayor Peterson to discuss the empty commissioner spots.
b. An email was sent to the public high schools in Ithaca, as well as to the Learning Web, GIAC,
and the Ithaca Youth Bureau discussing the open Youth Commissioner position and asking for a
contact person. In addition, information was posted to two Ithaca-area homeschooling list
serves.
c. The CPB office has moved to the renovated GIAC building. CPB is lucky to have a lovely
office on the second floor. The relative privacy of the office location, as well as its pleasant
atmosphere, should provide a comfortable space for visitors to discuss their concerns. Regular
hours during which the office is open to the public will be Wednesdays, from 2:00 pm to 5:00
pm, until mid-September. In the fall, when the GIAC building is open later, those office hours
will be extended. In addition to open office hours, people have the option of scheduling an
appointment.

d. There has been no follow-up to the issue of where older CPB files will be stored.
6. New Business
The Commissioners discussed their interest in developing a CPB response to the present
tension surrounding the Sean Greenwood shooting and the burning of Officer Bangs' house.
Commissioner MacGruder suggested contacting the Syracuse Citizen Review Board and asking
them to meet with the CPB and Mayor Peterson to discuss their experiences during times of
similar tension in Syracuse. The other commissioners present agreed that Commissioner
MacGruder should proceed with contacting the Syracuse Board and speaking to Mayor
Peterson.
7. Adjournment to Executive Session @ 3:52 pm
Motion by Commissioner Laskowitz, seconded by Commissioner Bush, to move to executive
session to discuss and vote on results of investigations of open complaints, then return to public
session and adjourn.
Two investigations were discussed:
1. The complainant has not responded to multiple contact attempts. Commissioner
Laskowitz requested that the complainant be allowed one more month to respond before
the case is closed. Investigation carried over to complete. (Laskowitz)
2. Regarding an older completed complaint, the complainant's current whereabouts are
unknown. Complaint was already voted unfounded and closed in May 2010.

No new complaints and no new letters of compliments were received between the June and
July board meetings.
