HomeMy WebLinkAboutMN-CPB-2010-04-22 ITHACA COMMUNITY POLICE BOARD MEETING DRAFT MINUTES: Ithaca Community Police Board PLACE: Third Floor, Common Council Chambers, City Hall, 108 East Green Street TIME/DATE: April 22, 2010 @ 3:30 pm PRESENT: Commissioners Bush, Firenze, Laskowitz, McGruder, Slattery, and Smith; Alderperson Zumoff; Staff: Herden ABSENT: Chief Vallely GUESTS: none Chairperson Slattery called the meeting to order at 3:34 pm. 1. Approval of Minutes of meeting of March 25, 2010 It was noted that, in addition to members of the press, there was a member of the general public present. Commissioner Laskowitz moved to approve last month's minutes with the correction. Commissioner Smith seconded. The minutes were approved unanimously, with the one change. 2. Comments from the Public There were no comments from the public. 3. Report from Common Council Alderperson Zumoff updated the Board on a variety of ongoing and upcoming public safety issues, including: 1. Fences on gorge bridges—The fences on the City-owned bridges are scheduled to come down in early June. Cornell owns two other fenced bridges. Their plans regarding the fencing are unknown. 2. Cornell's Slope Day/Last day of classes at Ithaca College— Both events will occur on the same day and include outdoor gatherings of large numbers of students. The police are making various arrangements to ensure the events will be safe ones. 3. Commons smoking ban—The Commons' smoking ban takes effect in August. Included among the provisions of the legislation are no-smoking zones around outdoor dining areas. 4. Report from Police Department There was no report from the Police Department. 5. Old Business a. Election of Officers: Commissioners Laskowitz and McGruder nominated Dan Slattery for Board Chair. There were no other nominations. Dan Slattery was unanimously voted in as Chair of the Ithaca Community Police Board. Chair Slattery nominated Chuck Firenze for Vice-Chair. There were no other nominations. Chuck Firenze was unanimously voted in as Vice-Chair of the Ithaca Community Police Board. To date, no new appointments to the Ithaca Community Police Board have been made. No notice of new applicants has been received by the Chair. A Youth Commissioner is needed, one who is younger and, therefore, more likely to spend several years on the Board would be preferable. 6. New Business The 2009 annual CPB report was presented to the Board. There were no questions, and the report was accepted. The offices of the Mayor and City Clerk have been given copies. A discussion of compliments to the police from the public followed. The Board clarified that compliments should be issued from the Community Police Board only when they originate from citizens who have had direct interactions with officers. An official CPB Letter of Compliment should not be issued when members of the public express their appreciation generally or write an appreciative letter about an incident in which they were not directly involved. 7. Adjournment to Executive Session @ 4:04 pm Motion by Commissioner McGruder, seconded by Commissioner Laskowitz, to move to executive session to discuss and vote on results of investigations of open complaints, then return to public session and adjourn. Three investigations were discussed: 1. The complainant wishes to reschedule a missed meeting with Chief Vallely, at which Commissioner Laskowitz plans to be present. The meeting has not been scheduled as yet. Investigation carried over to complete. (Laskowitz) 2. Complaint closed by agreement after a meeting among Chief, Deputy Chief, Commissioner McGruder, and complainant. (McGruder/#0110) 3. Complaint was voted unfounded and closed. (McGruder/#0210) No new complaints were received. Two letters of compliment came in during April.
