Call to Order:
Chair Gilligan called the meeting to order at 1601 hours.
Approval of Minutes:

Additions to or Deletions from the Agenda:
A Resolution to Authorize Company #9 Members Participation in the New York State
Highway Clean-Up program was added under “New Business”.
Persons Wishing to Speak to the Board of Fire Commissioners:
Mr. Lyman Baker reported to the Board that he and Raymond Wheaton had worked in
the Firemen’s section of the Ithaca City Cemetery in September & October 2015 for a
total of 6 hours each.
Correspondence:
Chair Gilligan reported that the bank statement from the Tompkins Trust Company for
the donation fund dated September 30, 2015 had a beginning balance of $2,651.61,
and an ending balance of $2,651.61, reflecting no activity.
Chair Gilligan further reported that the bank statement from the Tompkins Trust
Company for the Rescue Squad Donation fund dated September 30, 2015 had a
beginning balance of $1,845.62, and an ending balance of $1,845.74, reflecting .12
interest earned.

Membership Changes:
The Board will be acting on a recent resignation by a Company #9 member at its
November meeting.
Miscellaneous Reports:
The City and Town of Ithaca quarterly reports are due in November 2015. No report in
October.
Audit:
The audit was reviewed and approved by Commissioner Hoard.
Department Reports:
Fire Chief’s Report
Chief Parsons reported to the Board on the following items (a copy of his full report is
attached to these minutes):
Staffing as of September 30, 2015 included 63 uniform personnel plus 1 Administrative
Coordinator position. Firefighter Gessini retired on September 21, 2015.
Two new recruits, Firefighters Velado and Cacciotti were hired in July and have
completed training at the NYS Career Firefighter Program. They are currently receiving
in-house training and will be assigned to shift duty in about 10 weeks.
Budget Status: A summary of the 2015 program budget with YTD Revenues and
Expenses was distributed with the Chief’s report. Expenditures for 2015 are
approximately 4% less YTD than the department’s approved operating budget.
The 2016 operating budget proposed by the Mayor to Common Council was distributed.
It is $9,874,646 compared to the 2015 amended budget of $10,028.078. The most
significant area of reduction in operating expenses is in debt service which has been
reduced by over $136,000 due to the retirement of debt on bonds that have been paid
off.
The proposed 2016 capital budget includes $450,000 for refurbishment/replacement of
Heavy Rescue apparatus and $500,000 for design of a new fire station in Collegetown.
Communications: Tompkins County 9-1-1 Center - No updates
Collegetown Fire Station: Kingsbury Architects has completed their study on
relocating the Collegetown Fire Station. The report is currently under review by the
Director of Planning, the City Attorney, and the Mayor.
Activity Reports: The Activity reports through September 30, 2015 were distributed,
and are attached to these minutes. The Chief noted that the total responses were 3,873
YTD and slightly over 31% of the calls were within the town of Ithaca service area.

Fire/Police Report:
Mr. David Cornelius provided the following report for the Board:
Fire Police Monthly Report
October 12, 2015
Fire Police training was held on September 15, 2015. The topic was the new Cleveland
Hose attack. I was not able to attend; however, the few members that did attend said a
short nine minute film was shown and that concluded training. I understand that the
shift was celebrating the retirement of one of their members; however, a nine minute
training isn’t even worth driving in for. I do not fault the duty officer but we need more
fire police related training. I have e-mailed AC Tracy and suggested a couple of topics
to finish out the year.
I do not remember any request for fire police during the past month.
Our next training is scheduled for Tuesday October 20, 2015. The topic is to be
announced. The December training will be a CPR recertification with Lt Basher.

Chair Gilligan reported that there are two applications for volunteer membership in the
department that are currently being processed.
New Business:
Resolution to Approve Distribution of Funds from the Active Firemen’s Relief
Fund

WHEREAS, there is a $39,072.51 surplus over the required $90,000 balance in the
active Firemen's Relief Fund; now, therefore be it
RESOLVED, That the Board of Fire Commissioners authorizes the City Chamberlain to
distribute the amount of $39,072.51 from the Active Firemen's Relief Fund surplus to
Volunteer Company #9.

Resolution Authorizing Company #9 to Participate in the New York State
Department of Transportation Highway Clean-Up Program as a Department

WHEREAS, Neriton Company #9, as part of its volunteer service to the community and
as a means of publicizing the company’s service efforts, participates in the New York
State Department of Transportation’s Highway clean-up program; now, therfore be it

RESOLVED, That the Board of Fire Commissioners endorses this effort by the
members of Company #9 and recognizes it as part of the active service provided by
individual members and as such they should be covered for any injuries they may incur,
the same as any other fire service or department authorized activity performed by
volunteers with the Ithaca Fire Department.
Fire Chief Parsons requested that the members of Company #9 notify him when the
members would be performing their highway clean-up sessions. If possible, he would
like to receive notice two weeks prior to any clean-up activity.

Firefighter Martin Gessini retired on September 21st, 2015
c) Hiring/Promotions
Griselda Velado was hired on July 20th, 2015; and Richard Cacciotti was hired
on July 25th, 2015. Since July 25th, 2015, both members have been attending

the NYS Academy of Fire Science’s Career Firefighter Training Program. FF
Velado and Cacciotti graduated last week from the Academy and ha ve
returned to complete about ten more weeks of in-house training before being
ready to go on shift.
2) Budget Report
a) 2015 Budget: Budget Summary – see accompanying report
b) On October 1st, the Mayor presented his budget to Common Council. I’ve
attached a copy of the Fire Department Budget as proposed by the Mayor. There
were no changes in career staffing. The operating budget included in adjustments
in some accounts, but there was slight change from the 2015 operating budget.
There was a decrease in debt service as some of the bonds for apparatus
purchased 15 years ago have been paid off. Included in the Capital Projects is
$455,000 for Heavy Rescue Replacement/Refurbishment, and $500,000 for the
design of a new Fire Station.
3) County Communications and 911 Programs:
a) No Report
4) Grants and Donations
a) On April 23rd, 2015, the City of Ithaca receiving a grant to fund the replacement
of our 15-year-old Self Contained Breathing Apparatus. The grant award was for
$413,000, with the City required to provide a 10% match. Assistant Chief Tier is
reviewing different brands of SCBA on the market, and will be developing bid
specifications.
b) On Thursday, May 7th, 2015, I was notified by the Triad Foundation that we will
be receiving a grant for $24,000. The money will be used to replace the
department’s firefighting skid unit that is used for wildland firefighting, and for
fighting fires in remote areas which are hard to reach with a fire department
pumper. The unit has been shipped and should be arriving any day.
5) Collegetown Fire Station
a) Kingsbury Architects has completed their study on relocating the Collegetown
Fire Station to another location on East Hill, as well as the cost of repair work that
is needed for the current fire station. The study is being reviewed of the Director
of Planning and Development, the City Attorney, and the Mayor.
