HomeMy WebLinkAboutMN-CPB-1999-11-18 ITHACA COMMUNITY POLICE BOARD MEETING MINUTES: Ithaca Community Police Board PLACE Third Floor Common Council Chambers, City Hall TIME & DATE November 18, 1999 at 3:30 p.m. PRESENT: Commissioners: Pryor, Laskowitz, Killeen, Jones, Graham, Skibinski, • Nelson Chief Basile, Deputy Chief Barnes, Nancy Falconer CPB Staff Visitors: John Nigel Egitto, private citizen, Terry Garahan, CSW Commissioner Pryor called the meeting to order at 3:35 p.m. 1 Approve Minutes of Meeting September 23, and October 28, 1999 Minutes were approved unanimously for both meetings. 2. Comments From the Public Mr. Egitto indicated that he wished to speak to the CPB. To accommodate his request for more time than is usually allowed for public comment, Chairperson Pryor extended the usual time from three minutes to five minutes. Mr. Egitto objected to any time limit. At the end of his five minutes, Commissioner Pryor asked him to end his comments so that the Board could continue with its other business. Mr. Egitto continued in a loud voice to disrupt the meeting. Chairperson Pryor requested twice more that he stop his commentary. Mr. Egitto again refused to end his disruption of the meeting. At Chairperson Pryor's request, officers from the IPD removed Mr. Egitto from the meeting. 4. Report from Common Council No Alderperson was present to give a report. 5 Report From Police Chief a) The Chief reported that the recruiting effort of the Police Department has brought in over 200 responses. Twenty-seven percent of these were female and seventeen percent were persons of color. Test taking preparation classes have started at GIAC and will continue until December 11, when the actual tests are given. b The Chief reported speaking to the Director of Victim Witness Services, Federal Bureau of Investigation, Roberta (Bobbi) Wallace, who has given hate crime training to other groups. The training concentrates on how to differentiate between hate crimes and ITHACA COMMUNITY POLICE BOARD 2 MEETING MINUTES November 18, 1999 the usual type of crime. She will be doing a 'Train the Trainer' session in Ithaca sometime soon. c) The first annual memorial session was held November 17 at Calvary cemetery in Ithaca to honor Public Safety Officers who have died in service to their communities. It is expected that this will be a yearly event held on the anniversary of Officer Mike Padula's death d) A motion was made by Commissioner Jones to commend Deputy Chief Signer and others who participated in the recruiting efforts. This was seconded by Commissioner Killeen, and was approved unanimously. 6. Old Business a) Commissioner Pryor announced that she has made contacts with some young people at ACS about attending a CPB Board meeting. She has also contacted Mayor Cohen about the age requirements for those on the Board. Commissioner Pryor suggested that the Board could invite young people who wish to come to the Board meeting in December, and the meeting could then focus on their concerns. The members of the Board agreed to set aside 30 minutes and to advertise that the meeting is open for youth and young adults to share their concerns. b) Commissioner Graham reported that staff from AIDSwork visited Northampton, Massachusetts on November 12-13 to check out the Harm Reduction Program and its results, but will have to wait until the waiver from the State Health Department is granted to begin any of the Harm Reduction Program here. New Business Commissioner Jones asked Chief Basile about the gun repurchasing programs that have been held elsewhere, and if this had been considered here. Chief Basile said that these programs are not effective at getting the 'Saturday Night Specials' turned in, and are not being considered. The meeting adjourned to Executive Session at 4:15.
