MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME /DATE: October 28, 3:30 p.m.
PRESENT Commissioners Pryor and Laskowitz
Police Chief Basile, Deputy Chief Barnes
Nancy Falconer,CPB Staff
Excused: Commissioners Jones and Killeen
Absent:Commissioners Skibinski, Nelson and Graham.
Commissioner Pryor called the meeting to order at 3:30 p.m.
1.. Approve Minutes of Meeting September 23. 1999
Approval of minutes was tabled until the next Board meeting as a
quorum was not present.
2. Comments from the Public
No visitors were present.
3. Report from Common Council
No one was present from Common Council.
4. Report from Police Chief
a.)The Chief reported that the recruiting of members of protected
classes for the IPD has been very active.Recruiters have been to TC3
several times as well as to SUNY Brockport. Radio and TV spots in
both Spanish and English have begun. Civil Service exam preparation
classes will be starting soon in the Ithaca Area.
b.) The Chief also announced that Sgt. Tim Williams will be promoted
to Lieutenant and Officer Bill Finnepparicwill be promoted to Sergeant.
c..) Two dispatchers have been hired. One is a Latina female, and the
other an African American male. However, just as all the dispatcher
spots were filled for the first time, Dispatcher Christie Sims resigned
to work for Cornell at considerably more salary.
d.)The Chief reported that negotiations with the PBA over items
needing to be agreed to are continuing.

5. Old Business
a.)Discussion of youth representation for the CPB was continued from
the previous meeting. Chief Basile suggested that the Community
Dispute Resolution Center has teens who help out the agency, and this
might be a good resource.
b.)Tabling at various community functions was discussed again. It
decided that CPB administrative staff will do more of the organizing
of these events, and Commissioner Laskowitz will recruit Board
members to cover the tabling. CPB staff Nancy Falconer,will
also be available to fill in as needed between Commissioners' shifts.
The meeting was adjourned to Executive session at 4:05 p.m.
