Killeen, Laskowitz, Nelson, Pryor, Skibinski Chief Basile Nancy Falconer, CPB Staff 1. Commissioner Pryor called the meeting to order. 2. APPROVE MINUTES OF MEETING OF JANUARY 28, 1999 By Commissioner Killeen, seconded by Commissioner Jones. Carried unanimously. 3. Commissioner Pryor stated that former Commissioner Magruder reported citizen concern that tenants may be evicted based on suspicion of drug use and that those suspicions might later prove unfounded. She asked the CPB through Chief Basile to track those instances of eviction. Chief Basile responded that unless someone has been arrested, he would have no way of keeping track of incidents of this nature. 4. REPORT OF THE CHIEF Chief Basile reported that plans are being made to conduct a 'safe night' for area young people sometime late this spring, although the date has not been set. It will be a time for outdoor fun for them. The Chief announced that six weighing machines have been purchased and the Traffic Unit has begun to inspect and weigh incoming truck traffic and to enforce speed and weight regulations. One Community Service Officer has been hired, and one more position is still open. In addition, the Chief has asked Common Council to hire two more Deputy Chiefs in order to free up more of his time for community responsibilities. The Chief wants to see a widely diverse pool of applicants, and to accomplish this he will have to reach outside of this community. He would like to see the rule for a lengthy residency in Ithaca shortened, so that it would widen the number of persons eligible. Some discussion followed about the PBA views on this request. The PBA would like to see two officers positions filled rather than the Deputy Chiefs. Discussion followed. ITHACA COMMUNITY POLICE BOARD Page 2 Meeting Minutes February 25, 19992 In addition, discussion followed about the Boy Scout organization and its discriminatory policies toward gays. According to Chief Basile, the Explorer Unit called Learning for life is a separate corporation, and does not hold these same discriminatory policies. Our local unit meets at the police station, and all that is required of leaders is that they be at least 21 years of age and not have been implicated in any crimes that involved minors. The Commissioners are concerned about the discriminatory rule of the Boy Scouts as it effects our community, and Commissioner Killeen suggested that the Board ask the Regional Director of the Boy Scouts to join the Board for a meeting. Commissioner Laskowitz suggested a letter might be sent first that would express the Board's dismay at the policy. It was decided to ask the Regional Director to attend a meeting. 5. OLD BUSINESS Letters of commendation were passed out to the Commissioners. Commissioner Pryor asked for others to join her to work with Doug Wright (PBA President) on a forum for a community relation's project. Commissioners Skibinski, Killeen and Pryor will comprise that committee. On a motion by Commissioner Skibinski, seconded by Commissioner Nelson, the Board adjourned into Executive Session at 4:30 p.m.
