Deborah Clover, CPB Staff. 1. Commissioner Pryor called the meeting to order. New Commissioner Jonathan Laskowitz was introduced. 2. Approve Minutes of Meeting of August 27, 1998. By Commissioner Nelson, seconded by Commissioner Richardson. RESOLVED, That the minutes of the August 27, 1998 Community Police Board Meeting be approved as published. Carried Unanimously 3. Comments from the Public: No one from the public was present. 4. Report from Common Council: Alderperson Sams stated her need for statistical information for Common Council. The report should include statistics on formal investigations as well as concerns and complaints handled by the Chief, Deputy Chief, and other staff. The Chief will work up a draft form to record complaints and issues handled by the IPD and will bring this to the next CPB meeting. 5. Report of the Chief: Chief Basile reported on the following: • There have been several staffing changes within the department. In addition to specific personnel assignments, the Chief reported that all three platoons have been revised to make each the same size with the same number of tactical service officers. In addition, skills and seniority of officers has been spread out over all three platoons. • Other staffing issues were discussed as well. At full strength, the department has two captains (administration and patrol), four lieutenants and ten sergeants. At present they are down to nine sergeants. Captain Randy Haus has moved from administration to patrol, and one of the lieutenants is taking up the administration work. Captain Betts is retiring from patrol effective October 1. Chief Basile will request a Vacancy Review as soon as possible after that date. An ryu.e ()pH,'is , P:mplo x.tN .i t m,mirvnav C,, vvnJ-I11.nu dl.,i.di..iiie° :: ITHACA COMMUNITY POLICE BOARD Page 2 Meeting Minutes June 25, 1998 • Board members discussed concerns they have, as well as those expressed in the community, in response to the idea of rotating line sergeants through the Community Police unit. Chief Basile responded to these questions and concerns by stating that the Community Police Officers are staying and his proposal will not harm the unit or its effectiveness. The Chief wants the concept to be citywide, although it is not possible to have a citywide unit. Therefore he plans to rotate line sergeants through the unit on four month rotations so sergeants can learn what Community Police Officers do, can support and defend this concept to other officers, and can bring community police methods back to the line officers. Further discussion ensued. A meeting is scheduled between the Chief and community members on October 7 to continue public discussion of this plan • Open houses are scheduled for each of the satellite offices. The Commons office will celebrate its first anniversary on Friday, October 2, from 2-5 p.m. The Northside satellite at 526 Madison Street is now open and will hold an open house on Saturday, October 3, from 1:30-3:30 p.m. 6. Comments from PBA President: There was no one from the PBA present. 7. Old Business: The CPB reported on the following topics: • Appeals Process: The final draft of an appeals process was distributed and discussion ensued. There was general consensus among the commissioners to approve the process pending review by the city attorney and Common Council. • Neighborhood Mixer: Staffperson Clover reported that the Community Police Board was represented by a display and table with information at the recent Neighborhood Mixer held at the new Tompkins County Human Services Building on West State Street. • IPD Budget: Commissioners have not yet had the opportunity to review the proposed budget for the IPD. Chief Basile stated that this year the budget is being entered directly into the computer and he has been unable to retrieve the narrative portion. As soon as he gets a printed copy of this, he will forward it to the Board. The IPD budget is scheduled for Common Council consideration on October 8. 8. New Business: The remaining vacancy on the Board was discussed. 9. Adjournment: The next meeting of the Community Police Board is scheduled for October 22, 1998 at 3:30 p.m. in the Second Floor Conference Room at City Hall. On a motion by Commissioner McGruder, seconded by Commissioner Nelson, the Community Police Board adjourned into Executive Session.
