ITHACA COMMUNITY POLICE BOARD MEETING
MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME & DATE: August 27, 1998 at 3:30 p.m.
PRESENT: Commissioners Jones. McGruder, Nelson, Pryor
Chief Basile, Deputy Chief Barnes, Sergeant Drew Martin
Alderperson Sams.
Deborah Clover, CPB Staff.
1. Commissioner Pryor called the meeting to order.
2. Approve Minutes of Meetinq of August 13, 1998.
By Commissioner Jones, seconded by Commissioner Nelson.
RESOLVED, That the minutes of the August 13, 1998 Community Police Board
Meeting be approved as published.
Carried Unanimously
3. Comments from the Public: No one from the public was present.
4. Report from Common Council: Alderperson Sams reported that the Mayor
has set up a committee to address the City work environment. The committee is
composed of City employees, Council members, and Affirmative Action
Committee members.
5. Report of the Chief: Chief Basile reported on the following:
• 150 juvenile officers are holding are meeting in Ithaca this week for their
annual conference and training.
• The Northside Community Police Satellite office will be opening soon on
Madison Avenue. This will serve as an office for the Community Police
Officers assigned to that area and for other officers as needed. Ithaca
Housing Authority has given an apartment for this purpose.
• There have been several cases in the last few months regarding barricaded
individuals. These were handled jointly by the Critical Incident Negotiating
Team and the Tactical Service Unit, in cooperation with Tompkins County
Mental Health personnel. In all cases the people involved got the help they
needed and no one was injured. As a result, the Kiwanis Club recently
recognized Officers Saul, Byrd. and Gray. Further training will be conducted
including a mock incident.

• Discussion ensued and it was noted that the CPB office will do regular
monthly press releases to include commendations. Regular reports to Council
will also include both statistics on complaints and commendations.
6. Comments from PBA President: Sergeant Martin addressed the Board to
request visible public support for the Police Department on the following issues:
• The Police Department is over budget and there is a need for the CPB to
advocate for an adequate budget for the Department. There is specific
concern about the overtime budget and the need to fill the two vacant
positions. Discussion followed, and Commissioners indicated that they are
willing to hold a special meeting with the Chief and Deputy Chief to review the
budget and discuss where support is needed.
• The PUD Run is scheduled for Sunday, August 30. It is hoped that
Commissioners will take part either as participants, volunteers, or supporters
of the runners. The Tactical Service Team will run as a group.
7. Old Business: The CPB reported on the following topics:
• The draft of the new brochure was reviewed and discussed. A few minor
changes were noted.
Move to Approve Brochure
By Commissioner Jones, seconded by Commissioner McGruder.
RESOLVED, That the Community Police Board Brochure be printed as
corrected and distributed to sites around Ithaca.
Carried Unanimously
• The Appeals process was reviewed, in particular the statement on due
process. It was agreed that the City Attorney should review and comment on
the process.
• Commissioner McGruder thanked Officers Slattery and Herson for the
cooperation she received in resolving the complaint she recently heard.
8. New Business:
• Commissioner Pryor has requested a copy of the by-laws for the CPB from
Lisa. The Board will then review these.
• There will be a Neighborhood Mixer at the new Tompkins County Human
Services building on State Street, September 23, from 5:00-7:30 p.m. The
CPB will set up a table at this event, as will the Ithaca Police Department.
9. Adjournment: The next meeting of the Community Police Board is scheduled to
be held September 24, 1998 at 3:30 p.m. in the Second Floor Conference Room
at City Hall.
On a motion by Commissioner Jones, seconded by Commissioner Nelson, the
Community Police Board adjourned into Executive Session.
