ITHACA COMMUNITY POLICE BOARD MEETING
MINUTES: Ithaca Community Police Board
PLACE: Second Floor Conference Room, City Hall
TIME & DATE: June 25, 1998 at 3:30 p.m.
PRESENT: Commissioners Jones. McGruder, Nelson, Pryor, Seligmann,
Chief Basile, Alderperson Sams.

1. Commissioner Pryor called the meeting to order.
2. Minutes of Meeting of April 20, 1998.
The April 20 minutes were not yet transcribed and so were unavailable for
review.
3. Approve Minutes of Meeting of May 28, 1998.
By Commissioner Jones, seconded by Commissioner McGruder.
RESOLVED, That the minutes of the May 28, 1998 Community Police Board
Meeting be approved as published.
Carried Unanimously
4. Comments from the Public: Shaun Kelleher from the Ithaca Times was
present to observe the meeting. He is writing an article for the Times.
5. Report from Common Council: Alderperson Sams reported that the
Community Issues Meeting will be held on Wednesday, July 8. She
requested that a budget be prepared and delivered to her by Thursday,
July 2, for inclusion in the packet to Council members.
The vacancy on the Community Police Board due to Bob Sarachan's
resignation may be filled temporarily if necessary, but it is expected to be
short-term. Commissioner Sarachan wants to rejoin the Board and will
most likely be reappointed once his position with the City terminates.
6. Report of the Chief: Chief Basile reported on the following:
• In response to Alderperson Sams' request last month that statistics be
kept on misunderstandings that are clarified by the Police, Chief Basile
stated that these are handled by the Sergeants, not The Chief, and so
it is hard to keep statistics.

• Interviews for two open Neighborhood Police positions to cover
Northside and the Commons will be taking place next Monday, June
29. Chief Basile hopes to have these officers hired as soon as possible.
There are two applicants for two positions. Both are in-house line
officers and are very qualified for the positions. Their appointment is
pending contingent on passing the review board.
• Sgt. Keith Loson retired effective June 19. His duties are being split
between two supervisors. He will be sorely missed.
• The DARE middle-school program has been completed fully at
Boynton and half-way at DeWitt. It will resume again in October. No
program was offered at ACS as they were not interested.
• In response to a question on the adequacy of funding, Chief Basile
stated that the DARE Program provides 10-50 minute presentations at
the middle-schools; it does not do t-shirts, etc. At the middle-schools as
it does for the Core Program at elementary schools. The program also
funds training, conferences, and workbooks. Commissioner Jones
commented that all Service Clubs in the City should get behind the
program and provide funding.
• The police officers voted down the contract. Chief Basile doesn't know
what the next step is.
• Diversity Training is being finished with officers who didn't get it
previously. Approximately 80% of the force will have completed this
training in the first round. Zelda Lockhart is compiling the evaluations
and will use these as a jumping off point for the second round of
training.
7. Comments from PBA President: There was no one from the PBA present.
8. Old Business: The CPB reported on the following topics:
• A laurel was submitted to the Ithaca Journal commending the police
efforts during the search for the boating accident victims in the Inlet.
• Revisions to the brochure were suggested and discussed, particularly
the distinction between formal and informal complaints. An informal
complaint is a situation that requires some clarification, but doesn't
need to go through the complaint procedure. It was decided to
rephrase the term "informal complaint' to be "How to pursue
concerns informally." Staffperson Clover will make revisions based on
the Board's discussion and mail the new brochures to Commissioners.
Commissioners are asked to reply within 48 hours if they have any
further concerns or recommendations for changes.
• The Appeal Process was deferred to the July 23 meeting.

9. New Business:
• The Auburn Citizen newspaper contacted both Commissioner Pryor
and Chief Basile. There is a movement in that city to start a Community
Police Board.
• Shaun Kelleher has interviewed Alderperson Sams for his article on the
CPB. He has asked for an interview with Commissioner Pryor as well.
Commissioner Pryor would be willing to be interviewed along with
Commissioner Seligmann, but will ask Shaun to provide her with a list of
questions in advance.
• Chief Basile is willing to give tours of the Police Department whenever
it is convenient for people If Commissioners would like to go an a ride
along, he recommends the 3 - 11 p.m. shift. Commissioner Seligmann
likes the 11 p.m. - 7 am shift.
• An open house and reception is scheduled for Friday, July 17, from 5-7
p.m. at GIAC. Staffperson Clover will send invitations to community
leaders as well as police officers. Commissioner Pryor and McGruder
will help with planning.
10. Adiournment: The next meeting of the Community Police Board is
scheduled to be held July 23, 1998 at 3:30 p.m. in the Second Floor
Conference Room at City Hall.
On a motion by Commissioner Jones, seconded by Commissioner Nelson,
the Community Police Board adjourned into Executive Session.
