CITY OF ITHACA COMMUNITY POLICE BOARD PO BOX 6557 ITHACA, NEW YORK 14851-6557 MINUTES: Ithaca Community Police Board PLACE: Third Floor Conference Room, City Hall TIME & DATE: March 16, 1998 at 4:00 p.m. PRESENT: Commissioners Jones. McGruder, Nelson, Pryor, Richardson, Seligmann. Chief Basile, Deputy Chief Barnes, Alderperson Sams. Notes taken by Joyce Muchan 1 . Commissioner Pryor called the meeting to order. 2. Approve Minutes of Meeting of February 25, 1998. By Commissioner Nelson, seconded by Commissioner Seligmann. RESOLVED, That the minutes of the February 25, 1998 Community Police Board Meeting be approved as published. Carried Unanimously 3. Comments from the Public: The following individuals were present and wished to address the CPB: • Edward Humulock stated he understood that there were members on the CPB that have criminal records. Commissioner Pryor stated that was unbeknownst to her. Commissioner Jones asked for clarification of what was meant by criminal record, because he had a driving infraction in the past. Mr. Humulock could not be more specific and also asked what qualifies people to be on the CPB. Commissioner Pryor explained that citizens are appointed by the Mayor and approved by Common Council. • Fay Gougakis stated her displeasure regarding the handling of her complaint and requested an understanding of the appeal process. She stated that Commissioner Sarachan had told her it was the Mayor's responsibility to issue an appeal. Ms. Gougakis stated that she had already spoken to Mayor Cohen who had informed her that he was unclear of the procedure. Commissioner Pryor stated that she would obtain the answer and get back to Ms. Gougakis in a timely manner. Commissioner Jones explained to Ms. Gougakis that the appeal needed to be based on problems or defects in technicalities. Alderperson Sams suggested the CPB review its own procedures. • ITHACA COMMUNITY POLICE BOARD Page 2 Meeting Minutes March 16, 1998 • Edna Federer, a volunteer at the Commons Satellite Office requested information on the CPB so that she is more familiar with process. 4. Report from Common Council: Alderperson Sams stated she wants forms used by CPB to also be seen by the PBA and the City Attorney. 5. Report of the Chief: Chief Basile reported on the following: • Lieutenant Vincent Monticello is researching the State and Federal Police Benevolent Association procedures regarding Police Officer Levi Spaulding who died of a heart attack after pursuing a suspect. His death at the time was not seen as in the line of duty. Chief Basile stated that since then there have been numerous cases similar to Officer Spaulding's, where a police officer's death was seen as in the line of duty. He will keep the CPB abreast of information. • The Investigative Unit is interviewing for a Senior Typist and one should be appointed soon. • The Commons Satellite Office has moved across the Commons to a larger space. • The GIAC staff have been participating in the Ride-Along program and progress is being made with communication between the two City departments. • Staff meetings in the Police Department are being held on the second Tuesday of the month for upper level officers. • The DARE program is in the process of being extended to include 5"n through 8th grades and hopefully through 10Th grades at IHS and ACS. • Diversity Training has begun and should be completed by June. Alderperson Sams asked if there is going to be a report issued and Chief Basile stated that there would a needs-based analysis report, the same as the workshop report in City Hall. Commissioner Pryor noted the Commendations of Police Officers. The CPB requested that future commendations be included in the minutes. Commissioner Nelson requested that the PBA be apprised of the CPB knowledge of the commendations. Commissioner Pryor suggested a note be sent to the Officers acknowledging the commendations. 6. Comments from PBA President: There was no one from the PBA present. 7 Old Business: The CPB reported on the following topics: • Update on staff support position: Five applications have been received and will be interviewed soon. • ITHACA COMMUNITY POLICE BOARD Page 3 Meeting Minutes March 16, 1998 • CPB Brochure: Commissioner Jones and McGruder have not compared notes yet on this. Commissioner Seligmann stated she might have an old one on her computer and will check. No one has checked with PBA as of yet for their input. 8. New Business: • Commissioner Pryor stated there has been no orientation of new commissioners yet. Alderperson Sams stated that City Prosecutor Linda Falkson has offered to train commissioners if they would like. Commissioner Pryor will try to set up a meeting tor training if there is no objections. Commissioner Nelson stated he would meet with Chief Basile and new commissioners. • Deputy Chief Barnes stated that the film "Central Issues" was sent to him from the Syracuse PBA/Advisory Board and suggested that the CPB view it. Commissioner Jones has the video and asked other CPB members to call him if they wished to preview it. • J.R. Clairborne from the Ithaca Journal needs more pictures of the CPB. He will be calling each commissioner for more input. • Robin Palmer will be doing a show on the CPB called "To Tell The Truth" on Tuesday March 17th and has asked commissioners to be on it. 9. Adjournment: The next meeting of the Community Police Board is scheduled to be held April 20, 1998 at 4:00 p.m. in the Second Floor Conference Room at City Hall. On a motion by Commissioner Nelson, seconded by Commissioner McGruder, the Community Police Board adjourned into Executive Session.
