HomeMy WebLinkAboutMN-CPB-2015-06-24CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. June 24, 2015 Present: Co-Chairs: Kane, Rogers Commissioners (3) DaGrossa, LaPadula, Onyejuruwa OTHERS PRESENT: Common Council Liaison – Kerslick Deputy Police Chief Monticello Information Management Specialist Day EXCUSED: Commissioner Wright Youth Commissioner Hause CALL TO ORDER: 3:30 p.m. ADDITONS TO THE AGENDA: New Business: Commissioner Kane requested the addition of a report from Commissioner DaGrossa on the Call to Action meeting held at GIAC on June 24, 2015. No Board member objected. APPROVAL OF MINUTES OF THE MAY 27, 2015 MEETING: By Commissioner LaPadula: Seconded by Commissioner Onyejuruwa RESOLVED, That the minutes of the May 27, 2015 Community Police Board meeting be approved as published. Carried Unanimously REPORT FROM COMMON COUNCIL: Common Council Liaison Kerslick reported that he wrote to Common Council regarding the vacancies on the Community Police Board. REPORT FROM THE POLICE DEPARTMENT: Deputy Police Chief Monticello reported on the following:  Investigator Don Barker and Officer Derek Barr retired last month  The Ithaca Police Department Open House is scheduled for July 11, 2015  The Department hired one police officer who will be sworn in on June 29, 2015. There are still 5 vacancies to be filled - the next civil service exam will be held in the fall. The department is currently accepting lateral transfer applications. The hiring process is extensive and it takes approximately 12 - 18 months before an officer is fully trained and able to work independently. Outreach Materials Commissioner Rogers asked for volunteers to work on the outreach project with him. Commissioner Onyejuruwa and Youth Commissioner Hause agreed to work with Commissioner Rogers on finding material to create either cards or brochures that will have information regarding safety issues. NEW BUSINESS: Commissioner DaGrossa reported that a “Call to Action” meeting was held at GIAC on June 24, 2015. Frank LaBerty, from the Center for Dispute Settlement out of Rochester was the featured speaker. This group mediates community/police disputes and has subpoena power that has never been used. The Call to Action group tried to make a connection between the City of Ithaca Community Police Board and the Center for Dispute Settlement Group but the CPB does not have subpoena power. The Call to Action Group seemed to have more statements at the meeting than questions. The community wants to be heard and they are starting to feel as though the police chief is willing to listen to their concerns. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner Onyejuruwa RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously RECONVENE: The Board reconvened into regular session with the following resolution. RESOLUTION: By Commissioner LaPadula: Seconded by Onyejuruwa RESOLVED, That case number 2015-2 is considered closed.
