5'4 Special Meeting PRESENT Mayor Gibb Aldermen — Thompson, B arnare, COM'i0fi COUNCIL PROCEEDIYGS City of I thac^, N. Mayor Gibb opened the meetin for the transaction of such business as mi-ght properly come before the Council before final aejournrient. He then ace ressed the Council and visitors anc" expressed his appreciation for the coopertior.Pnd support of the officors and employees of the City aril of the many citizens who have given much time anc thought to City ir.tcrests. He called attention to the ap;,ointment of a Greater Ithacr. Factfincing Committee, a Housing Authority anc a Committee to wort: out an arrangement with Cornell "University whereby the University would carry at best a part of the expense of City services furnished that institution and he expressed the hope that their efforts woule be continued until the problems are solved, ana that the new administration will continue the policy of setting; a.sice Capital Reserve Funds, since this practise will provide funds for improvements without the necessity of borrowing funds for which heavy interest payments must be made. Alderman Morris adr'ressed Mayor Gibb and on behalf of the members of the Council, the City Attorney anc the City Clerk, presentee him a, pen and pencil set and a Scroll as a token of esteem for his many ye^.rs of valuable service to the City as Councilnrn anc Mayor. TtiX LIIvITiLTION Mayor Baker announced that members , of the Board of Education were present to discuss with the Council, the advisa- bility of requesting extension of legislation to eliminate from the 210 constitutional limitation, the amount of taxes to be raised for school purposes* Mr, pulp stated that in a letter to the Hayor, Deputy State Comptroller Galloway called attention to the fact that the 50J school tax exclusion heretofore granted to the City expires on Dec. 31, 1948, and that legislation will have to be obtained in the event the City requires an extension of the limitation beyond that date. He explained that due to mandated increases in teachers salaries and increases in the cost of other services and supplies that the 13oard will require the additional sum of approximately �'80,000.00 for the fiscal year July 1, 1948 to June 30, 1949; and that on the best information available at this time, these increased costs will reduce the attailable tax margin to approximately $31,000.00 which is a dangerously low figure, and he stated that the Board of Educ a -- Lion requests the Council torequest legislation eliminating from its 210 limitation for the years 1949 and 1950, 10010 of the araount to be raised by taxes for shcool purposes. alderman Slocum reported that the Finance Committee ha,&re- viewed the situation and recommend that such Legislation be requesteda and it was moved, Ly *lderman Slecum; Sec. by Alderman Hulse RESOLVED= that a necessity exists and that this Council approve the submission to the Legislature at its current session, of legis- lation excluding from the tax limitation imposed by Section 10 of .article 8 of the Mate Constitttion for the fiscal years of 1949 and 1950, 100ja of the amount to be raised by tax on real estate for school purposes, and request the speedy enactment of such leg- islation. Ayes 9 Nays 0 Carried and Approved by the Mayor. CITY CHARTER TAX LIMITATION The Clerk called attention to the fact that under barter provisions, the maximum tax levy which may be made -for all City purposes for the year 1948 is $563,185.00, whereas the tentative budget contemplates a levy of w577,200.00,;which does not provide for appropriations to C,Lpital neserve ticcounts and still is �14,015.00 in excess of the maximum amount which may be levied. GEORBE W. HUGHES-INJURY Attorney H. E. Simpson appeared on behalf of rTeo. W. Hughes, a former patrolman in regard to the settlement of a claim for injuries received by Mr. Hughes while on duty. He stated that on Feb. 20 1946, Officer Hughes was on duty at State and Aurora St. when he was struck by an auto driven by Dale Wilcox and as a result suffered injuries to his neck which made it impossible to continue his duties as a Police Officer and that later he was transferred to the Fire Department where he is now employed on the fire alarm desk, and that the doctors are unable to determine why his condition does not improve or when if ever it will return to normal. He stated that the Insurance Company has agreed to settle the claim on account of the injury for �4250.00, and that in his opinion it will be in the best interest of Mr. Hughes to accept the offer, and he requested the Council to waive its claim for repayment of the sums advanced on account of wages, hospital and doctor bills amounting to $1416.66, since the amount he will receive in the pro- posed settlement will be inadequate to compensate for his injuries, and that it would be a hardship for him to refund the sums advanced °► by the City. He further stated that Mr. Hughes will assume all medical and other bills incurred since the last payment by the City, and to assume all such bills in the future. NAVAL RESERVE ARMORY The Olerk reported that the Board of Public Forks has approved and recommends to the Counbil for its approval, the leasing of a parcel of land at the northwest corner of the Bergholtz Tract to the U. S. Navy Department for use as a site for. a Naval Reserve Training Center. A proposed lease prepared by the Navy Department, covering use of the land for a maximum period of 20 years at $1.00 annual rental which has been approved by the Board of Public Works and by the City Attorney as to form was presented and read. This fund which was started in 1930 now amounts to $41,312182 including interest of which the Water "apt. has contributed $S715.20. Three petitions favoring the change were presented, one signed by approximately 223 persons, residents College Ave. and vicinity, one with the signature of 39 persons from Delaware Ave. and vicinity and one from the Company union with 17 signatures. Donald Stewart, General Manager, of Ithaca Railways gave statistics on the number of passengers actually boarding and alighting from buses in Zddy St, and stated that the change in route would serve more people better. Adjourned Regular Meeting 5 P .Idle June 7, 1948 PRESENT Mayor - Baker Aldermen - Ames, MacDaniels, Gallagher, Button, Hulse, Slocum, Adams Housing Authority Members - Rogalsky, Conley, Burns, Howe Attorney - Dahmen Clerk - Springer Mayor Baker announced the meeting was called to receive a report of the Ithaca Housing Authority, Mr. Rogalsky reviewed the report on the recently completed housing survey. He stated that the State Housing Authority does not fully approve a low rental project for Ithaca, and recommends a limited dividend project which would be financed by private capital. He further stated that the Ithaca Authority is opposed to such a project and recommends it rejection. Ha cal led attention to the fact tha t in the City or closely alacent, there are at present 347 family units of housing under construction or contemplated and while these units are not in- tended for low income families, they will relieve the housing shortage to some extent. After a thorough discussion of the situation it was agreed that Ithaca does need housing facilities for low income families and that an effort should be made to secure state aid,and it was moved, By Alderman Button; Sec. by Alderman Hulse Resolved, that it is the sense of this Council that the efforts of the Ithaca Housing Authority to secure state aid for a low income housing project be continued, and that an application for such financial assistance be filed with the New York State Housing Authority at the earliest possible date. Sam �000dside, Assistant Manager of the station was present and reviewed the progress of Cornells activities in radio work and expressed the opinion that television will greatly further the use- fulness of the station. He stated that at a recent meeting of the Board of Trustees of the University, a Committee was appointed with power to apply to the F.C.C. for a television license. These meitings have bean conducted in a spirit of mutual cooperation. At the start,of the meeting the main objective was determined uo De the development of an agreed formula which would include all variable items, ,and could be used each year to arrive at a cost for fire protection service rendered by the City Fire Departnent to L.h Village. Common Council Proceedings t3- July 7, 1948 In addition to the considerations given to a stable fin-incial arrangement thought w„s devoted to developing .mutual cooperation between the Village and the City, Two points in this respect were considered. One of these; was that driver instructions covering the layout of atre,�ts in the Heights area, be given to the paid drivers at #9's. The other was the possibility of residents in the Village joining as volunteers in the Ithaca Fire Department. Both of these seem feasible. However, there is some question .s to the legality of the second. It has been suggested by a representative of the Division of Housing that in spite of their rejection of our application for r'inancial assistance, that the 4uthority be kept in existence. Future State legislation may liberalize the conditions precedent State loan or the recent Federal Housing Act may qualify Ithaca :'or some aid. Oneothe Authority is abandoned, it will require a spacial act of the Legislature to reactivate it. The present members f. the Authority are willing to continue on -an inactive basis ind will be prepared to go into action in the field of public housing if an opportunity presents itself. No further appropriations will, of course, be necessary while the Authority remains inactive. The Authority respectfully requests of the Council its decision s to whether it wishes to meat with a pepresentative of t:ne Division of Housing and the Authority to discuss these alternate suggestions. LOCAL LAW - RE V,'ELFARE DEPARTMENT Attorney Dahmen presented the following proposed Local raw repealing the Local Law establishing the Public Welfare Commission. A LOCAL LAW TO AMEND THE CITY CHARTER IN REGARD TO THE ADMINISTRATION OF PUBLIC WELFARE BE IT ENACTED BY THL COMMON COUNCIL OF TH"L CITY OF ITHACA, N.Y. AS FOLLOWS; Section 1. Local Law No. 1 of 1934 amending Section 24 of the Ithaca City Charter is hereby repealed. Section 2. This Local Law shall take effect immediately. The proposed Local Law was tabled for action at the next meeting of the Council. CONSULTANT -TRAFFIC COMMITTEE Alderman Swenson reported that the Committee feel the need qualified consultant in their delibera- tions and he asked authority to engage the services of Mr. T.B.
