Comfo a77or s CITY OF ITUACA TOMPKINS COUNTY NEW YORK / OFFICE OF CITY CLERK -COMP OLLER yrz ySZ /)&t& A--), 6 i ./ v Gy/z eo-, r-) This is a report on the activities of the City Government of Ithaca durin,!• the past two years, Its purpose is to summarize so. -tie of the peculiar and unusual probleias we have faced and our attempts to solve these problems. It __hay provide our new members with S 4 'th a little better background in assizoinG their new respon ' b1_`Litias$ and it will refresh our raInds as to what has happened and perhaps provide us with some clue to the future. The most casual exa:,-.,ination of city affairs reveals 111,raedi- ately and forcil,ly the effect of the war on zuni-Icipal (.;overYL.,,_Ont, adder:'.. res2onsibilities, and naw ,.)rob1e-;,-,s. Tiie raost sorious problei, created ;v, the war has been the shorta,,e of --an power for z ha continuGd operation of essential services# lVenty-seven of our city employees have entered tary service and 1,1'ianj others have been attracted to Industry, The findin of replacements has beco.e ,imre and more difficult, There are now on the city payrolls, 192 officers and employees co,,npared to the nov=al force of 230 to 400, depending on seasonal variations. In spite of t',Ils, we have maintained our services. The Fire A&S colitinued its excellent record of armall losses, The department is now one man short of` its complete paid personnel. As a result, of pierce of apparattis has leen put temporarily in re- serve andcompany assin-rullents chan,,ed accordlr4jy. This is a tYPicall exrlrs of the adjustnients 3-aade by the heads of the vari- ous depart.aten.-,:; to take care of man piwer and other difficulties. 'Pile Police with its forces reduced from 24 men to as low as 15 for a short timie, has i. a inv".I.Lned law and order. The Department of public .;=orks, with the b,!- -eat man power problem, has kept arbaSe collections closo to so , 1 U ..-edule and has performed Its ,T.,any other functions efficiently. other departments, faced -vith siililar problems and the necessity of makestilft arran-.es- ments, have continued to op,:. rate effic-* -ontly. C_ in connection with man power,, we adopted a number of new policias for t'1.11(-.., benefit of city emplqu.ees, Some of these were dictated by war conditions, others 7by c'onrslderations of' fairness and -ood buslnoss. ;effective January 1 1943 all employees receivin'..,, 2500 or less were granted a 10% bonus to compenaate for hi>h' ar costs. In May, an additional 5,Z was gra--lited to all e.-,ploaes, In December, this was continued for t1le yeard , 11944 AOy resol-ation of the Common Council. Salva,,r-e lias 1een one of our bir `obs. The city has co- operated fully in t.h.e salvae pro:,ra:ms. Our rail re.,rjoval from L-ddy, Tio>a,. ax,-,d Efate streets and the scrapping of the old street railip.4, brid8e over Fall Creak contributed 352 tons of scrap metal. C;Ur cit-v trucks have collected salva3ed tin and other metals at the time of the periodic drives. This work is of the 6.poatest ii.,:zportance to tlne war effort. It is continuing; under the leadersi-iii) of Adios A. Barns, a former me.mber of tfIiis Council, ;;Wio is spending, a Great deal of time and effort throurli- out the city in encouraging, t10'a salva,,.--e of scrap -_,,aetal, i;a.,)er fats, clo-billin'-'s etc. # Under they successful leadership of Mrs* Flexner, Mrs. MacDaniels and now bars. R. C. Osborn, the varried activities of they Community War Services Section and the Volunteer Office have gone forward. While they activi tiep of these sections are not as tangable as those of Civilian Vrotection, they are never- theless important, including recreation., welfare, hedlth and several other programs. One of the most serious effects of the war on City Govern- ment was the freezing of building material and equipment and the prohibition on new construction. With new construction impossible for the duration, maintenance costs on worn out streets, bridges, and equipment has increditably increased. In order tv preitent a disasterous period of borrowing after the war, the city has embarked upon a very 4oAplete program of post war plannin3. This council has wisely set up 5 reserve funds for the Buffalo Street Bridge, the reconstruction of No. 6 fire station, street paving ganerall bridge construction generally. and purchase of Public Works squpmentr These reserve funds now total $2111876. I believe we all agree that this is said pro- cedure and that additional funds should be set asside to as great an amount as iday be possible within the limits of sensible budgets practices. These reserves will be of great benefit when construction again becomes possible and in addition may enable us to absorb p"t of the unemploymont that may follow the close of war production. In addition, we are now engaged in the preparation of post- war plans for 7 of our older bridges. Preliminary plans are now being prapared with the assistance of a state grant of $1800. under the 6tate Postwar Planning; Comr Ission. Other plane are under way and city Lngineer Leon Cass has forwarded considerable material to the L)tate Commission, whose officers have praised the work done by Ithaca In postwar planning* - Under the direction of City EnginQer Casa, the City has 61ven vary serious consideration tp thk3 construction of equip- ment and Materials, All Public Works trucks not absolutely essential to efficient operation have boon put up. Under a careful progyrai;, of mileage conservation, Mr. Cass has reduced city truck Mileage to Wiles from mtles in normal years to and gasoline consumption to gal from gal. in 1941. This is in connection with the saving of equip- mant and tires, it has been aecomplirslie d by careful attention to truck routing, consolidating service calls, etc. 8eginnin,g in January of 1943, we we:1e faced with a serious flood condition in the north and of t`a city resulting from an ice jaw in Fall Creek. This Council, in s special emergency meeting, authorized them use of city e3xaployees and equipment in pumping out flooded cellars and private homes. Man of our Public Works officials and employees speaZt long overtime hours in pumping and blasting ice. Althou-A it appeared that the difficulty was caused by an unusual combination of high lake level and low teaperature bhkher than the condition of the crook bed, it did appear after a careful survey, the City Engineer that considerable improvement in the Fall Crook chanel could be made. With the cooperation of Gov, Dewey and the State Dept. of Public Vorks, the services of a state dredge were secured and the mouth of Fall Creek was opened froin the Waite boathouse out to deep water in the lake. In addition, considerable chanel work was done by our own forces in the creek proper, including the removal of trees, stumps, gravel and other obstacles, The Fall Creek flood again empU sized the importance of the lake level problem which has plagued city administrations for years. The City Engineer and Mayor discussed this problem generally and in &Teat detail with the :governor and State Dept. of Public Yorks and were given assurance that greater care would be taken by the state in the matter of lake level control. During the past year four deaths have occurred in our official faitAly. Chief Rielly died on Nov. 18., Sam Norton and Roy Hopper, both members of Lhe Hoard of Public Works, died in the month of September and Roy Halvorson, who r©signed from the Boars to enter the array was killed in action in the South Pacific, All of these men will be missed from public service and from the life of the co=aunity. 'hat tha neat two yearn may brim; forth, I am sure none of us can torotall. We will continue to have difficulties with span power, our public works and equipment will continue to deteriorate* We will have bigger obs to do and fewer and poorer tools with which to do them. Fortunately, we have at the head of every department an experienced roan upon whawa resourcefulness we sac rely to carry us through. Perhaps the war will and snd we will be faced with the problem of rbgearing our activities to peace time routines,; Perhaps we will be faced with unemployment and relief problems# 'A aatever the case may be, we can be certain that the next two years will produce their share of headaches and hardwork. Be that as it may, I"look forward to the next two years with aoi4plete confidence that we will c ontinas to &i ve public service tt perhaps not on a grand scale and. perhaps with delays now soli tien , but service that at least will protect the health, welfare and safety of our com- muni ty and ocarw•y us through until such t irae as we can return to norms . I any very grateful for the unfailing cooperation of the departments of city government and to the hand and able work of our many city officials who serve the people of Ithaca without compensation. My confidence in the nature is based in no small part on the assurance that this cooperation and effort will continue,* CQNIMON COUNCIL PROCEEDINGS _1 3 City of Ithaca, N. Y„ Regular Meeting 5:00 P. American Coin Lock Co., Inc. 0i" 3.0" Cornell university i To: The Common Council: November 11 1944 The Special Committee appointed by the Mayor to prepare a Compensation Plan for all employees in the Civil Service of ti-le City of Ithaca respectfully submitsits report herewith. The plan consists of a prescribed salary range, with min- imum and maximum limits, together with annual maximum increments, for each class of positions established in the classified plan previously approved by the Municipal Civil Service Commission. The purpose of the plan is to insure that all positions similarlyi classified shall have the same salary range and that all officers, and employees shall receive compensation comensurate with the duties and responsibilities of their positions and the length and nature of training and experience required. In preparing the plan, the Committee has carefully con- sidered the requirements of each position in the service and has made comparative studies with the salaries paid for similar work in local business and industry. The plan has been reviewed with each of the Boards and Commissions, as bo its own employees and their relative compensation and has been approved by each. The Committee has also met with a representative of the Bureau j of Municipal Service of the State Dept. of Civil Service. After extended discussion and some minor adjustments suggested by this representative, he expressed himself very well satisfied with the plan as now submitted. The annexed schedule shows the various job classifications now in existence, the salary or range of salaries now being paid in each, the proposed salary range and the maximum annual increment permitted. The annual increment is arranged to com- pensate the employee for reasonable progress and increased efficiency in his position, with consideration given to the nature of the work and the length of time probably required for a new employee to reach the maximum of his efficiency. The salary ranges as proposed are base rates, any temporary cost of living adjustment bein- in addition to the rates shown. The following procedure is suggested for the adoption of the plan: 1. The tentative approval of the plan which w ill form the basis for the necessary salary adjustments by the departments in submittinG their budget requisitions for 1945, such salary adjustments to be effective January 1, 1945. In general, present salaries below the maximum for the class will be ad- justed on the basis of length of service of the employee. Persons now receiving more than the established maximum will continue i to receive their present salary. 2. Prior to January 1, passage of a Local Law authorizin, j the Com on Council to set up a Compensation Plan and prescribe rules for its operation. This Local Law is necessitated by existing charter provisions giving to various Boards and Com- mittees the authority to establish salaries within their depart- ments. This power will remain in the department but will be subject to the Compensation Plan and must be exercised within its limits. 3. Adoption of suitable rules governing the operation of the plan. A copy of the proposed rules is hereto annexed. The Committee recommends the adoption of the Compensation Plan as herewith submitted. It is the unanimous judgement of the ComLittee that the plan will provide an orderly method for reasonable salary increments, will prevent inequalities in the Compensation paid for similar work in different departments and will provide for fair compensation for all officers and employees based upon the :.-elati.ve importance of their positions and the nature of their duties and responsibilities. The adoption of such a plan is strongly recommended by the State Department of Civil Service in connection with and as a necessary part of a classification plan such as that already in effect and is in ji line with the modern personnel practices of up to date govern- mental and industrial organizations. espe tf lly sub fitted i M./G: Comf t i A. A. Fogg, acting chairman of the committee, presented copies of a report showing the commercial, economic, industrial, and travel factors which indicate a definite need for air trans- portation service. After reviewing each section of the report, Mr. Hollister described the site picked by the committee, and explained that it is an unusual location since it is so near the center of the city and being on high ground will seldom be fog bound as are other fields located in valleys. He stateca that the site, which is lo- cated between the Warren and Town Line Road, north of the Town of Ithacats northem boundry, seems to meat all requirements for a high class airport, and after preliminary inspection by represen- tatives of C. A. A.. and the i;merican Airlines Co. was approved by those representatives, and the C. A. A. has promised to approve the site as a class 3 airport. Mr. Hollister reported that options have been taken on the property and that the next step necessary before further work can be done will be surveys, the cost of l,,r•i-1.ich, is estimated as follows: 1. Deterit_ine property linen 2. Topographical survey 3. Soil test 01500. 3500. 1000. which the city is asked to appropriate. Mr. Rogalsl,-y reported that Cornell University has appropriated 5000 for the purpose of taking options on the property and that a further appro-priation of P500 has been requested; that options on 1,1462 acres have been secured wit'_a negotiations un&;r way for another 3281 acres. He stated that thc; option contracts provide for a payment; of 5% of the sale price and run for one year with the priviledge of renewing for an additional year upon payment of an additional 5j of the sale price. During discussion of the report, questions on the cost of build- ing the port, maintenance and other related subjects were asked, and Mr. llollistar stated that reasonablo estimates would depend up- on results of tl-i surveys, but gave a tentative estimate of between 200,000 and *300,000 for a class 2 air-ort and $1,250,000 for a class 3 or 4 airport, and that cost of i:iaintenance would depend up- on the class of .airport but could give no estimate of th-J cost. It was stated that it is expected t'._at the Federal and State Governments will participate in the cost of the port probably on the; basis of 50;;; contribution by the Federal Government and the remaining 50;) to be financed by the State and City.
