Airport Judge Daniel Crowley explained the general
C.W.A. situation in the City with respect to
Project unemployment and hoer the local C.V.A. is
atteripting to improve the situation and what
has so far been accomplished. He stressed the need for
projects providing for skilled labor and outlined the general
plan for further developing the Airport as a special
Depart _lent of Corr.ierce pRoj ect. Engineer Eustance then
covered the details of the proposed_ project reporting that
the Government would furnish 100% of the labor necessary
as well as 20% of the total cost of the project, such a:iount
to be applied toward the purchase of materials. He showed
how under this arrange.lent the coTiplete project could be
undertaken at a total appropriation by the Council of
�13,800. There was a general discussion of the entire
project.

RESOLVED:that the proposal as submitted be and the
sale hereby is approved and in order to finance the
City's share of the cost thereof be it further,
RESOLVED: that a te-mporary loan in anticipation of
bond issue be and the sw.ie hereby is authorized in the
total sw_Z of 5P'13,800 for the purposes above setforth,
and further.
RESOLVED: that the Clerk be authorized and directed
to negotiate such loan in behalf of the City and further,
RESOLVED: that the faith and credit of the
City of Ithaca are hereby pledged for the payment of
principal and interest on such loan to -maturity,
Ayes--8 Nays--0 Carried and Approved.
