RESOLVED: that the bills audited and approved by
the Finance Committee be and the sane are hereby
approved for payment.

Work Mayor Bergholtz reported that in a, week or two
Relief the Mork Relief projects on the State College Campus
would be completed, that he felt it was essential
to continue to provide work for the unemployed, that
a preliminary list of new work projects had been
prepared with the idea of furnishing work until such
time as a major program could be undertaken with the
assistance of Federal Aid under the National
Recovery Act, and that he mould submit such projects
first to the Board of Public Works. He, therefore
suggested that the meeting be adjourned subject to
the call of the Mayor so that the Aldermen might act
promptly on whatever program the Board of Public
Works Might submit.
On notion of Alderman Causer the sleeting adjourned
to reconvene at the call of the Mayor.

At the suggestion and invitation of Hayor
Bergholtz the following officers of the Board of
Public Works were also present:

Solicitors Mr. Lane, repro sent ingR-barat I.1agazine Publications
Ordinance requested a change in the present ordinance which
requires a fee of w1.00 for a Police Permit to
solicit from door to door. Attorney Treman admitted
the legality of such a fee, was an open question
and many complaints from large publishers had been
made, nevertheless he showed where a great many
well known publishing houses had secured such permits
and paid the required fee.

RESOLVED: that the Ordinance remain as it is.

Causer,J.A. mayor Bergholtz called attention to the fact
that since the last meeting the Council had lost one
of its members in the sudden death of Mr. James A.
Causer and suggested that appropriate resolutions be
spread on the.11inutes in appreciation of his long
and faithful public service.

RESOLVED: that the Mayor prepare such a resolution
for adoption at the next meeting.

The uayor announced that it would now be in order
to fill the vacancy and asked Alderman Lowe if he

Alderman Alderman Lowe moved that the nacre of
Robert L. Causer be placed in nomination. This was
seconded by Alderman Comfort. VP
On motion of Alderman Gill the nominations
were closed,
A unanimous vote declared Robert L. Causer duly
appointed as Alderman from the second ward to fill
the unexpired term of his late father,
Mr. James A. Causer.
Appointments The :iayor announced the appointment of
Raymond R. Freer, as Fire Ocrimissioner to succeed
himself for ensuing terra of three years, - .
On notion of Alderman Sarmons the appointment
was approved.
The 1.1ayor announced the appointment of Alderman
John Gill as Chairman of. the Finance Committee,
and the appointment of Alderman Sa:-.imons as a meriber
of the Finance Committee.
Air The Clem reported that the Board of Public Works
maps had adopted the following resolution at their
meeting of June 14th:
RESOLVED:that the Board of Public Works hereby
requests the Common Council for an appropriation of
11, 000 from the surplus in the General Fund for the
purchase of a Iiap to be used in .conjunction with the
revision of the water,sewer, street, zoning and
planning maps of the City of Ithaca.

Work The Clerk reported that the Board of Public Works
Relief at their rsecting of June 14th requested the Corr.ion
Council to furnish $24,400 to be appropriated for
Work Relief.
The liayor ,reco-ramended that the Corrion Council
approve and make this money available so that the
Board could continue work relief until the Federal
Act Prograi could be started.

Ithaca. for further Work Relief in order to relieve the
di stress and suffering of the uner.lployed, a,nd
v7HEREAS all available funds for such purpose have
been exhausted and in order to continue such relief
work additional r_ioneys must be borrowed, no1r
therefore,
BE IT RESOLVED, pursuant to Section 10 of Chap.798
of the Lads of 1933. ac xiended and other applicable
sections of said chapter �d a.end_ients thereto,
the Cori.on Council of the City of Ithaca hereby
authorizes the issuance of interest bearing notes.
or other obligations of the City of Ithaca at an

interest rate not to exceed 6%,in the sun of
$12,750 labor and/or $11, 650 material, a total
sum of 024,400 or such part thereof as may be
required, such notes or obligations to conform to
the requirements of said section, in order to pro-
vide funds for the use of the Board of Public
Works and the Work Bureau to undertake the Work
Relief Projects herein listed, each and all of
which are hereby approved,to wit;

BE IT FURTHER RESOLVED, that the money borrowed
in pursuance of this authorization be and the
sane hereby is specifically appropriated in the
sure of �l2, 750 labor and/or �11, 650 material, a
total sum of 024,400 to the Mork Relief account
for Work Relief under the regulations of the
T.E.R.A. and,
BE IT FURTHER RESOLVED, that the full faith
and credit of the City of Ithaca, New York, be
and the sane hereby is pledged for the payment of
principal and interest on said obligations herein
authorized and,
BE IT FURTHER RESOLVED that the City Clerk
hereby is authorized and directed to include in
each subsequent budget and tax levy a sun suf fi ci.-
ent to sect such obligations as the same shall
become due.

The Clerk reported that the Board of Public
Aid
Works at their neeting of June 17th approved the
Work
construction of certain public iriproverients
Prograil
to be undertaken with the aid of the Federal
Govermnent under the National Recovery Act and
that they requested the Corinon Council to appro-
priate and make available ; N4, 693. oo for such
purpose whereof "'141, 500 is for new concrete
paving, wheroof Q9S, 000 i s for repaving, Whereof
.; 45, 310 is for resurfacing, whereof w3, 056 is for
street widening and whereof16, S27 is for curb
and gutter construction. In this connection the
Clerk also reported that the Board had adopted
the following resolutions;
RESOLVED, that it is the sense of this
Board that the Co. --Zion Council may be assured
that the Board will devise ways and r-,,eans to dis-
burse all expenditures for labd)r under the pro --
posed Work Relief Prog=s to bona, fide residents
of the City of Ithaca.
RESOLVED, that the Board of Public Works
reco_;;::ionds to the Coim on Council that the coda of
resurfacing, retreading, realigiu_ient of curbs and
the �7idening of stroets be not assessed in any
part against the abutting property owners,but
paid out of the General City Fund as a 1aintenance
charge.

There was a general discussion of the entire
program. In connection with the proposed repaving
of Stewart Avenue and West State Street, 1%11r. Peer
presented a paper in which the Ithaca Railway
was reported to be in a position -co do its share
of the r-epair work on W. State Street but cautioned
inability to undertake both improvements in the
same year and warned that the condition of the
road bed in Ste-.7art Avenue mould probably force the
discontinuance of service in that portion of the
systom if the street was improved and recom:_iended
that Stewart Avenue be not repaved until the street
could be widened fron State Street to South Avenue.
Alderman !%Iyers was given definite assurance
that the Board of Public Works would carry out the
policy outlined in their resolution wherein they
agreed to see that all rioney appropriated for this
Mork remain in Ithaca.
Aldeman Gill was assuredthat the approval
of all these projects was contingent upon a Public
Hearing to be given in each case by the Board
so that the abutting property oviners :light signify
their desire to have the Mork done.
Mayor Bergholtz recoi-mended that the- Alderiien
vote on the proposition to change the Charter with
respect to resurfacing assessments.

an aziend::ient to the Charter making resurfacing etc.,
a general City charge in accordance with the
recorlendation of the Board of Public Works.
