Before voting on the appointment Alderman
Rogalsky asked for a ruling by the City Attorney as
to whether Alderman Hyers �.-iight serve as Supervisor
as well as Alderman. Attorney Tre::ian stated that the
Charter specifically provides that the sane person
might be appointed to hold i:iore than one office
and as he could find no law covering elective
officers -and-no lam Gover-Ing elective off-loe; an
no law prohibiting, he could see no reason why
such a, :_love Mould be il:iproper or illegal.
The Kayor called for a roll call . on the election
and appoint;_ient of Alderman :.iyers and the result
was Ayes 10 Nays 0.
The Mayor declared •Alder man layers duly appointed

The Clerk reported that the following resolution
Hospital
had been unani:iiously adopted by the Board of
Directors of the Chamber of Corrierce and that he had
been requested to present the same to the Council:
"RESOLVED,that the Chamber of Co:_i::nerce recommend
to the Board of Trustees of the Me:iiori`al Hospital,
likewise to the Cora:lon Council of our city, that a
joint conference of both bodies be held in the
near future for the purpose of devising a perma—
nent plan to be put in operation by Jan.l,1934
by which .the He' iiorial Hospital will be adequately
financed in a definite manner by general taxation,
and under direction of a Board of Ianagers to be
appoi-nted by the I::ayor and the Cor_tion Council,
si;.lilar in operation to t'nat of our present
Board of Health.11

Kosciuszko Ner??inski reouesting the Council to pass, a resolution
me.iorializi:-rg Congress to enact resolutions to
co.l:iienorate the life of Thaddeus Kosotuszko as a
hero of the Rellolution.

On motion of Alderman Causer the I',yor and
Clerk were directed to frame the proper resolution.
Mary � IBrien
Attorney Tre:man explained the status of the
Property
Mary OtBrien estate property on Esty Street which
was obtained by the City as a result of tax sale in
1931, and reco:riended that the Council quit —claim
this property to one of the heirs who has agreed to
pay all accrued taxes, penalties, fees etc.

RESOLVED: that the %ayor and City Clerk be and
they hereby are authorized to execute a quit claim
deed for this property upon the payment of proper
taxes and fees.

The iiayor reported that the Board of Public I7orks
Properties
requests that the Council appropriate ?$500 to cover
the .cost of ::iaterial to repair one of the LLorri s
Avenue properties for the use of public welfare
recipients;as an experi-ment. The _..ayor stated
he doubted the wisdom of such an. appropriation and
after some discussion the request, on .lotion of
Alder -man Causex was rejected. This led to t
discussion of the problem of paying rent for welfare
recipients, and the _utter was finally referred to
the Welfare Co:,1-littee for investigation and report.
Auto. -mobile
Alderman Gill reported that the State had filed
l:iileage
notice that henceforth it would not approve bills
Allowance
for mileage of privately owned cars driven for the
benefit of the City at a rate'. greater than
per ;wile. He stated that wizile the City could con—
tinue to pay 60 per mile the State would figure
reimburse„lent s on a basis of Vq per mile and that
while it .light cost more than � or even 6¢ to
operate some of the cars now being driven for the
benefit of the City he felt that the City should take
the position that it could not afford to pay mare than
the State allowance of 4-k-

RESOLVED: that all privately owned cars
operated for the benefit of the City on which
mileage has heretofore been allowed at the rate of
60 per :mile, shall, beginning ::_arch 1, 1933,be
allowed a rate of only 42¢ per :_tile.
Carried.
The Clerk reported that the Coi_i:ion Council should
at this time adopt a resolution designating the
bank depositories.

that the detailed budgets should be coapleted
during this ::ionth so that the final and co:-ipleted
budget could be presented to the Council at the
aeeting in April.
