Taylor, representing the Bryant Park Are Civic Association, as'_:ed the Council to na.:ne some Discussed specific person who would be qualified to represent citizens on the Hearing on the proposed rates for natural gas before the Public Service Commission on Dece:_iber loth. He stated that there were some members of the University faculty who were well qualified to act in an advisory capacity and had already made a detailed study of the new rates and the natural gas. The Hayor reviewed this whole matter in detail, explaining the manner in which the Com::1i scion conducted its hearings and pointed out that this would be just an informal investigation and not an official Public Hearing. He said he believed that it was due to a lack of knowledge of the facts that made the ordinary citizen eager to condemn the new gas andthe new rates. He stated that he planned to represent the City at the Hearing and thus save the expense of securing special experts or counsel. Professor Paul Homan addressed the Council on this matter and urged that a definite analytical state- ment be prepared and presented by the official representative of the City. After a general discussion of the whole problem during which Ex. Clark of Heights Court also spoke,. the 'Aayor invited Professor Homan and any other of his colleagues to represent the City at the hearing. Carried Dr. Crum Dr. Cru{:i explained to the Council hi' y idea of establishing a ttIlunicipal good Pilelf and also urged that the potential labor available from the able bodied men receiving Home Relief be utilized to do useful work about the City. Bank Tax i:r. Peer, as Attorney of Record for the Tompkins Refund County National Bank and the First Yational Bank, explained the claims recently filed against the City for the return of the Bank Taxes illegally collected in the years 1923, 4, 5 and 6 in full and with interest at 6%. He offered,however, to compromise the claim on the basis of 50 0 of the tax paid with interest at 3% and sub.:iitted a transcript of a former resolution of the Board of Supervisors in which they reco. vended to the various political subdivisions in the County that this compromise be accepted. City Attorney Trema.n explained to the Council and asked to have it rude a matter of record that he was not apoearing in this ;natter as City Attorney but as Attorney for the Banks due to the fact that he had acted for so_ie ti1e as legal representative of one of t,,he clai:_la,nt s. Wilkinson urged the Council to consider Vdards at this time the redistricting of the various wards and submitted a --survey to show the registration for the various years throughout the City. C.A. contract- for licensing and ta,'•iing census etc. , of dogs. By Alderman Causer: seconded by A1deri_ian Gill: RESOLVED: that the .4ayor and Clerk be authorized to renew and execute the usual contract. Carried. Hunting A petition signed by 63 local hunters was received, "Hog Holeff requesting the City ordinance be amended so as to per:lit the talzing of legal water focal by the use of fire arms during the legal season along the shore line of the Lake west of the Inlet. The Natter was referred to the Charter and Ordinance Com_iittee. Assessor A co::1::7unicat ion, filed herewith, was received from, the City Assessor recorr.iending the expunge; -lent of 2.90 from the current City Tax Roll.. By Alderl:ian Gill: seconded by Alderman Hoffman: RESOLVED: that the recommendation of the Assessor be approved and the tax od $2.90 covering the 3 properties involved be and the sale is hereby expunged. Carried Tax Deed The Clerk recom:_iended that the Council expunge from the account "Tax Deeds" owned by the City an' wriount of �3. 84 covering a boat house previously owned by B. Rocker on leased land due to a prior tax deed owned by the County and the fact that the boat house in question has since been torn down. By Alderman Lowe: seconded by Alderman Dyers: RESOLVED: that the reco.i-xiendation be approved and expunge:_ient authorized. . Carried. Lehigh I Assess- On the recom-.-iendation of the City Attorney, the City :_cents Clerk suggested that the paving and curbing assessments Expung- on Fulton and Cascadilla Streets levied against the ed Lehigh. Valley R.R. Co. , should be expunged in view of the fact that Courts have held such assess:_lents are illegal and uncollectible and the Lehigh has refused to pay. Alle 's offer be accepted and the Mayor and C1erh be and they hereby are authorized to execute and deliver proper deed upon the payrient of $350. on condition that he agree to remove the undesirable buildings now located on this property. Nork Bureau The Clerk pointed out that the Budget appropriation for maintaining the 1, ork Bureau was for the period ending November 15th and that it would be necessary to appropriate at least $150 to continue the period for the -rest of the year. Charity Appropria- The Clerk called attention to the lac'.: of funds Lion available to pay charity bills which sere approved and audited by the Cc-.- in the su•-:i of 1p6,300. ILorris Cam-'-:issioner Green asked for instructions in regard Avenue to the use of the properties on -:orris Avenue bid in by the City on tax sale and suggested that a definite policy with respect to such properties be established by the Council.
