Taxicab The Clerk read a letter from ::r. Sherrlan Peer, as
Opposed Vice -President of Ithaca Railway Inc., also a petition
signed by 26 local taxi cab operators, both cor_1-aunica-
tions protesting against the operation of a cut rate
Taxi -Cab Company and requestin the Council to pass an
ordinance, which wo-2d fix a minirlu:n rate of 50¢. !.any
of the local taxi drivers appeared in support of their
request and pointed out that a similar operative
ordinance had been adopted by other cities.
On :Motion of Alderman Gill the :tatter was referred
to the Ordinance Cora:littee and City Attorney.
The Clerk read petitions signed by practically
all of the affected property owners on So. Albany Street
and West Green Street requesting that the impending assess-
ments for the recent resurfacing .on there streets be

Alderman Gill explained that these property owners
had not petitioned before because they anticipated
that the Chaster would be changed when the Council
voted 8 to 2 instructing the Ordinance Com,aittee to
prepare such an ai.iendment. He stated that there were
previous cases where pave::lent s had been reconstructed
and.no assess::ients had been levied•although the Charter
provided for assessing such work just as much as
it does now. There was a long and general discussion
of this -latter.

and that they be given consideration by reconsidering

IOW THE02FORZ RESOLV20, that all outstanding public
improvements assesajents in excess of $10:00 may be
paid in five annual installments with accrued interest
at 51, provided that any person desiring to pay such
assessment in installments shall agree to such method
by signing such an agreement and paying the first
one -fifth payment and any accrued interest at the
office of the City Chamberlain, City Hall by
Oct. 14932 and,
FURTHER RESOLVED: that all previous resolutions to
the contrary are hereby rescinded and the City Chamber-
lain is hereby directed to receive and collect such
assessments as herein provided and to advertise and
sell` in accordance with the City Charter all properties
against which such assessments or annual parts thereof
regain over due and unpaid beyond the respective
limits; it being understood that in the case of in
stallnent payments the agreed annual payment plus
interest must be paid by October 1st of each year
or the property shall be advertised and sold to satisfy
such amounts as thereby become delinquent.

Public The hayor read a prepared statevent that he distribu--

City Departoonts now in the Bates Block be ,roved to the
first floor of tho Library Building and beginning
October lst the City contribute to the Library $375
per month for the renaindow of this year. He pointed
out that this total contribution of $1,125 would be
..lade up, partly by the rent now paid for the Bates
Bloch Quarters and the hilance by a, special ,,pProPri-
ation.
