Relief Administration; who spoke to the Conr.ion
Council on the growing 'demands and problems
confronting Public Welfare a;nd City Officials
due to the €;neat increase in necessary relief
and the public funds required - to iiteet this
mounting cost. She outlined a modern nro:�rard
for relief and sho ed tiie 'necessity for a
trained Worker in the Nelfa.re Departm6nt,
particularly to conserve and wiselydistribute
the public funds.
• The Mayor agreed and recomiiiend.ed that such a
trained viorker be employed, pointing out that the
City would- thereby be in line for the 40
return from the State, as well as iiiiprovi.ng con—
ditions in the Charity Dep_tirtiiient. He stated
that he he,c.?. interviewed some persons for this
position while in New York and wan favo-rcbly
irinressed by one monlica.nt who would accept the

Common Council as Attorney for IlIrs. Titchenor
j�(-I Thurston Avenue and requested that �hi.s
property be changed from "A" to a "B" Zone
in order to per:iit the erection of an Ap^n7t,.-ie,"it
House. He explained that altIlough this property
had been on the iii-a.rket for some tine
tars. Titchenor had been unable to 'dispose of it
except in this manner. He displayed an
Architect's sketch of tile proposed buil dng
and stated that practically all of the nearby
residents had given consent to the building and
that even tlie• people on the Ilei glit s rrho had

attempt to conserve public funds by eli-Anating such City
employees as are vitally necessa ry. in r,iaintaining the
»Alic health, such as Ifill. Inspectors, Health Nurses,
Sev,,age mad Filter Plant Operators and Water Shed. Inspectors
etc.
In comr;ienting upon the co:cL.iunic:j.tion, the fiayor
uri;ed a careful scrutiny of the Bud ;et to eliminate
non-esse_ztials and unnecessary expenditures with possibly
the curtailment of certain special. free, services. y,Thich
have been given in the past so that the increase due .to
Charity.. might be offset with at least a corresponding
decrease in other items and thereby maintain -our
present tax. rote.
On behalf of the Comlaittee on Relations with the
Police Department, Alderman layers rer_,orted that they had
rented, a nets rocrh in the Hates Blocl_ for the Police Voman
at. the rate of p20.00 per month %fnicli iiicludes heat and
Janitor services. He also reported that the room had been
satisfactorily partitioned and that the partita.on in the
Charity Office had beeii extended to the ceiling.
