Mayor Bergholtz announced, as a Special Order of
Business, consideration of the Local Lava presented at the
last meeting by Alderman Sa:i:nons, and laid on the table
until this time.

BE IT ENACTED by the Cormi.on Council of the City

of Ithaca, as follows:

Section 1. The Ithace. City Charter, being

Chapter 503 of the Lags of 1908 as a_-aended, is hereby
amended by adding to Section 15 thereof an adcitional para-
graph 'which shall read as follows:
"The salary of the Mayor shall be $2, 500.00 per
annum, payable, monthly, and no other fee or reward,
excepting necessary expenses and disburse;-1er_ts
incurred by hire. It
Section 2. The title of Section 15 is amended
to read as follo7s:
"Section 15. ',:iayor: his porers, duties, and
com-aensation. "
Section 3. Any other provisions of said Chapter 503
of the Lams of 1908 as n_iended which are inconsistent with
the provisions of this local lava are hereby superseded.
Section 4. This local laws shall take effect on and
after January 1st, Nineteen Hundred and Thirty -tyro.

bill,' anc_ stated that he woule investigate the matter
further.
City Cha.,nberlain Snyder explained the situation in
re�,,ard to t ,,o boat houses that had been torn doyen prior to
1930 City Tag Sale and for which the City now holds Tax
Certificates. He also explained the uncollectible
paving assessment standing+ as a 'fax Certificate against the
L.V.R.R. Company for 2121 feet on No. Fulton Street.

RESOLVED: that the City Chamberlain is
hereby authorized not to issue tax deeds for
the tax sale certificates held by the City for
Charles Kennedy, boat house $3.10, William
Brooks boat house $2.28 and L.V.R.-R. assess-
ment $�18.60,__since such liens are uncollectible,
and the City Clerk is hereby authorized to
make the necessary entries in his accounts
to write off such certificates.

Bozu:_ The City Clerk reed a comaunica.tion from the
First National Bank asking per::iission to substi-
tute $100,000 worth of bonds of a class
accepted by the Federal Government to secure
deposits, instead of a Surety Company Bond
in the amoun8 of $1509000.

RESOLVED: that the request be granted
on the condition that $150,000 worth of bonds
be deposited in their Trust Department to
secure the City deposits.

Coinnissioner Green reported that Miss Parrott,
Field Representative of the Administration,
had reco=_iended some changes in his Department,
particularly the` office arrangement, in order
that the City might obtain a partial refund"
olice for Home Relief from the State.

which seemed reasonable, and suggested that
the Police ;'roman find other quarters.

The Clerk reco-m.:.,ended that the Council adopt
a resolution sur_i7.2arizing the various ;Zesolut-ions.made during
the year authorizing and adding to the proposed bond
issue.

VHEREAS, the Com lon Council passed a resolution
on January 7, 1931 approving certain work projects
recos._iended by the Board of Public Norks and in order
to finance such cork, authorized at the same time the
issuance of I:.inrove_aent Bonds to the amount of the
estimated an regate cost of said- p-roj ects and also
authorized the City Clerk, as a fiscal officer to borrow
money to defray the cost of such work in anticipation of
the sale of such Improve ,ient bonds, and
WHEREAS, during; tiie remainder of the year from time
to time similar action has been taken by resolutions
adopted increasing the aggregate ariount of such proposed
bond issue and,
IMEREAS it is deemed proper and best to now: setforth
a complete list of these vrork projects that have from
time to time been approved, and to adopt one resolution
covering the full amount of the proposed bond issues,
now therefore,

WHEREAS) the cost and expense of such
projects cannot be defrayed out of the
ordinary revenues and tax levy, now therefore
RESOLVED: that pursuant_tq the powers and
authority vested in the Common Council by
Article &A of the General City law and
Section 3 Chap.I of the City Qrdinances, re-
lating to the exercise of such powers, the
Common Council hereby author. zes the issuance
of obligations of the City,of Ithaca in the
sure of 1190,373.00 for the,express pp.rpose of
paying the cost and expenses of the projects
above referred to from the nroceeds of such
issue, and be it further,
RESOLVED: that said pblications.shall be
issued in the name of and upon the crec_it of
the City of Ithaca,County of Tompkins,State of
New York, and shall be executed by the =mayor
and countersigned by the City Clerk thereof
under the Corporate Seal of said City, and the
faith and credit of said City of Ithaca are
Hereby pledged for the payment of the interest
and principal on said bonds, and be it furthers
RESOLVED: that there shall be included
from time to time in each annual budget and
tax levy a sum sufficient to provide for the
payment of the interest and principal on said
bonds as the same shall become due, andfurther,
RESOLVED: that the obligations shall
be issued in the fore of coupon bonds in the

denomination of $1,000 each with the privilege of registra-
tion thereof both as to principal and interest and be
designated "City of Ithaca,New York, I:mproverment Bonds,
Series H" and be dated January 1,1932 as date of issue
and bear interest semi-annually on the first days of
January and July in each year, and be sold at not less than
oar and accrued interest, and be numbered and mature
serially, and be it further,
RESOLVED: that the date of sale, together with
other details and provisions of said bonds shall be fixed
and determined by the Com:_1on Council at such future time
as the Council .nay deem proper and exnedient.

'jHEREAS,--a resolution has been adopted by a
unanimous vote of the ful.L, membership of the Com-,aon Council
authorizing the issuance and future sale of Series H
Improvement bonds in the amount of $190,373 in order to
raise money sufficient to meet -the estimated cost of certain
approved projects, and the same has been approved by the
Mayor and has become effective, now therefore be it,
RESOLVED: that pursuant to Section 5 or Article 2
of the General Iunicipal Lav, the City Clerk,as fiscal
officer of said City, is hereby- authorized, -in order to
temporarily finance the carrying out -of the purpose for
which said bonds have ben authorized, to -borrow from time
to time in the name and to the credit of the City of Ithaca,
an ammount or amounts not exceeding in total the par value
of said bonds, on temporary loan by notes or other
certificates of indebtedness of the City of Ithaca
evidencing such loan, and be it further,
RESOLVED: that the faith and credit of the C-.ty of
Ithaca are hereby pledged for the ocy-nent of interest and
principal of said temporary loan, and further,
RESOLVED: that the proceeds of the sale of said
bonds are hereby pledged for the p�-yment and retirement of
said temporary loan.

calling a Special Meeting sortie time between Christmas and
Neer Years to which he would invite the incoming Aldermen
and at which }meeting -he hoped to discuss certain matters
of interest, announce appointments and such other business
as might be necessary. It eras, therefore, moved, seconded
and carried that this meeting be adjourned to reconvene
at the call of the Mayor.
