HomeMy WebLinkAboutMN-CC-1931-06-03COMRONCOUNCIL _ REGULAR MEETING JUNE_3, 1931 PRESENT --Herman Bergholtz,11ayor Aldermen --Gill, Causer,Myers,Atkinson,Hines, Rogalsky,Hoffman Attorney--Treman Assessor--Dofflemyer Chamberlain --Snyder Commissioner of Charities --Green Minutes of the preceding meeting were duly approve d. :_ �;let�.7)e-. itE'i' Int Mr. Spai d, Manager of the local branch of the c :.tiny _ Police New York Telephone Company spoke to the Council qv'., 4; ; in regard to the new Teletypewriter inter -communicating police system which is being installed throughout the State.* He explained that the appropriation of 94, 000 by the` State pays* for the installation and `rental of all necessary wires and circuits, and that each City that wished to connect with the system would only pay for the installation and rental charge for its own receiving and sending equipment. Such equipment for this City, he reported, would cost $p15.00 to install and $$68.25 per month rental. Mr. Spaid explained that the plan was to'complete the installation by August nth, operate the system free of charge until September 1st at which tine the rental charge would start. He reported that the Police Department recommended that Ithaca join this system. The Mayor endorsed the proposition, pointing out that there would be no additional expense this year since the Police Department Budget would be able to meet the cost from September 1st to Jawivary 1st. By Alderman Causer: seconder;_ by Alderman Hoffman: RESOLVED: that the City of Ithaca adopt and join in this proposed inter comunicating system for Police Departments and the Mayor and City Clerk be authorized to execute the neces=ary agreements. Carried Cc 5 ,.it cee Mayor Bergholtz announced, that pursuant to a A— ,i rte, resolution adopted by the Council at the last meeting, he wished to appoint the Finance Committee a Special Committee to confer with a Committee of the Board of Supervisors in regard to the proposed_ municipal and eoanty`eontrol of the Memorial Hospital as suggested by Mr.'Geer. r 1 0 z` 'E' 'The Clerk reported receipt of two damage claims C1 . filed by Anna S. and Freeman Marshall in the amount of $$3, 000` and $1, 500 respectively, and stated that they had been presented to the Board of Public Wori�s_and City Attorney both of which receom_aended the claims be rejected. Wallenbeck 7 ,00 Ithaca Memorial Hospital �9S•70 Alderman Hines reported that he understood that some members of the Board of Public Works desired to have a joint meeting with the Council and have a round table discussion of the Board's Improvement Program. The Council agreed to meet with the Board, if convenient, on Friday,Jan.5th at 7:30 P.M. 14S -4- Alder-:.ian Rogalsky pointed out that the Charity Department appropriation of $24,133. for this year would apparently be entirely exhausted by July 1st and recommended that the Council take definite and berhaps drastic steps to curtail this expenditure and recommended that a definite appropriation be made for each month and stated that a study of the grocery bills convinced him that Charity patients were losing and'the City was paying out about 20%10 excess for food and recommended that the Commissioner establish a list of staple foods for charity orders and get monthly prices thereon from the grocers, giving the orders only to such, grocers as would dispense only those foods permitted by the list and at the most favorable prices. Alderman Rogalsky also recommended that the Council advertise for confidential bids from the Medical profession and thereby appoint two Poor Doctors at'fixed salaries to handle all medical and surgical charity cases. He also reco=,fended obtaining bids for furnishing coal and bids from Undert-cVkers for burials. It was agreed, after some discussion of this problem, that the Coiniiittee on Charities would confer with Commissioner Green in regard to the suggestions made by Alderman Rogalsky, and submit definite plans and recom.1endations at the next regular meeting. On motion meeting adjourned after a general informal discussion of the Paving and nesurfacina program, which is to be discussed witil the Board Friday night. �, City Clerk. L. E.
