RESOLVED: that pursuant to the provisions of the
City Charter and Section V of the General Municipal Lary,
as amended, the City Clerk from time to time as
necessity may require is hereby authorixed to borrow i
for current City expenses and general care, maintenance
and operation of the various offices and departments
of the City of Ithaca, in the name of and to the credit
of the City of Ithaca, New York,a sum or sums not to
exceed in total $$35, 000 in anticipation of the collection!)
of City taxes for the current fiscal year 1931, and the j
faith and credit of the City of fthaca are hereby
pledged for the pgyment and retirement of said temporary
loan out of the taxes to be received for the current
fiscal year, it being the intention of this resolution
to increase the $$50,000. authorization made at the
meeting of January 7,1931 by the amount of $$35, 000
making the total amount to date of $85,000.

The Clerk reported the receipt on April 22nd of
a damage claim in the amount of $20, 000 filed by
Carrie Washington alleging such damage in connection
with the supposed death of her brother, George Washington;
{ when.the car he was driving left the roadway on Floral
ii Avenue, and went into the Inlet after colliding with
j another vehicle. Reporting further the Clerk stated
that this claim had been considered by the Board of Publii
Works and that without admitting the legality of the
filing of such claim, they recom:iended to the Cotulcil
that the same . be rejected.

A corTiiunication was feceived from the New York
State Electric & Gas Association asking permission to
install two cables in the City Traffic Signal Light
conduits.

RESOLVED: that the City Attorney dram suitable
agreement and present the same at the next meeting,
may 20th.
Carried.
A bill was received from the Ithaca Heiiiorial
Hospital for services rendered John Sheridan in the
amount of $$597.40. There being some question as to the
City's liability, the bill was referred to the Finance
Com Attee, to meet with Mr. Reamer in regard_ thereto,
and report at a future meeting.
The Clerk reported that Dr. Fish as Secretary
for the Tompkins County Medical Society had filed a
minimum fee schedule for services rendered to Charity
and Welfare patients.
Attorney Treman reported that the second trial
of the Reinhardt case had resulted in a verdict of
no cause for action against the City. In connection
with the successful termination of this action, the
Attorney expressed his gratitude for the co-operation
bf the Police Department, City Engineer and City Clerk.

costing about 4140", and tilat it had been dis-
covered that by purchasing a small-Uurglar
proof chest costing 145 wi'-:�in which to keep
the money inside of the regLLIar safe, this
premiurzi coulu be reduced to $81 and thus pay
for this acaed protection in a very few years
by the saving on the insurance premiums.
After some discussion it was regularly
moved,seconded and carried that the Chest be
purchased if funds ;were available.
Pursuant to the provisions of the City
Charte_, the City Attorney eertifie('. to the
necessity of employing additional Counsel to
aid in defending, the i;:urtha ;and Reinhardt

establishing a crosswalk in the center of this
block, stating that his study of this situation
convinces him that something should be done
although he was not sure that this Tva.s the
proper solutioll.
The matter was referred to the Comm ttee
on Ordinances, the Co:n:dtte_- on -Relations V.rith
the Police Department ^ilr the City- Attorney

Co-'111--iissioner of Charities Green re-
ported that his Clarity Relief seemed to be
increasing ratizer t,ian diminishing. Alder_:zan
Rogal sky. pointed out that he hac- already dis-
bursed over two-thirds of his Bud;et allowance

and cautioned him that the Lax required hire to di s-
pense public funds for relief only in so fai as
funds are a,,rai lable for that purpose, and that he
should proportionately reduce the relief give to a
majority of his cases in, order that he would. not over
run his appropriation, in which case the Law held
him personally liable. There was a general discussion
of this growin,- problem am although no action was taken
- the senti:_nent prevailed that a definite curtailment of
relief must be underta-ken through the balance of the
year, it being pointed out that the Old Age Relief and
Charity Relief had already taken over $30,000. so far
this year.

questioned_ the advisability of constructing new roads

was fixed at $1,000.
Alderman Lowe questioned the propriety
of reducing the usual hydrant berviee
charge from $11,000 to �'1,000 as recommend-
ed by the ::ayor, suggesting that the
matter be ta_;en up with the Board of
Public works. It was pointed out taiat the
Budget must be legally adopted at this
meeting which would not permit of refer-
ence to the Boar(!) but the: ayor assurrea

As a special order of business, the 1.Twyror
introduced Dr. .illia.:n C. Geer, President of the Boar. of
Trustees of the Ithaca 11e:,orial Hospital. He had agreed
to meet with the Co:1:so . Council and spear on
"Itiaca's Hospital".
Dr. Geer spoke very frankly on all the problems
confronting the Institution, giving high praise to the
staff, Physicians and 5urgeons.and nurses. He critised
the condition of the building and some of its equipments
He shoved that i:ost of the co :::Ion criticisms were
unjust and s ithout foundation and that the general vie-,.'
taken by most of the people was tli at the ?-osl)ital gas
a charity. He stated t:14at in his opanion it was high time
to correct this falacy in the public mind, that the public
should understand and look upon the Hospital as a real
necessity. In his year of casual observation and three
months intensive study, Dr. Geer stated he had become
convinced thrat certain im_nrovernents anci adClitions to the
Hospital were absolutely necessary.
Tie vvisheo_ to have it clearly understood, he said,
that it was not his idea. or purpose to ma':e this a
superior Institution with expensive and unasual equipment,
but rath�::,r to make this clearly a _aodern hospital v:i!L
modern equi-oment and size commensur-ate with the

Chap. 425 of the Latins of 1916 and by Chap. 387 of the
Laws of 1920 and by local Late y l of 1929, is hereby
superseded_ and enacted as Local Lail to read as follows:

prescribe and apportion c.eferred payments, make such
regiila.ticns as may be deemed advisable for the payment

The Clerk reported that the Boas of Public
Repair
Works on being advised that the Council had not
approved the proposed pavement in East State Street,
had passed a resolution requesting the' council, in such
case,* to provide $3,000 additional for the care and
maintenance of this street.
Alderman Gill questioned the estiiiiated cost of
maintenance, stating that the Superintendent had advised
that it could be taken care of for $1,000.
The Council discussed the request, but when the
Clerk called attention to the fact that there
were no funds available at the pres nt time
for any additional appropriations, he -was
requested to so notify the Board.
- This brought up a general discussion of
the Tesurfacing program with particular
reference to the present method of assessment.
In this connection the City Attorney was
requested to look up the legality of refunding
and. expunging such assessments made since this
law was amended in 1929, and the Clerk was
directed to inforl-a the Boar6_ of. Public Works
that the Com_ion Council desires them to
furnish a, resurfacing program for this year.
The City Attorney reported that in
defenuding the 1.1urtha Damage Claim, 'the City
brought in as a co-defendant the drive± of
