Commissioner Green pointed out that the additional appropriation made at the preceding meeting was about used up and that he would need at least $1,000 to,take care of the audit submitted. By, Alderman Hines: seconded by Alderman Sammons: RESOLVED: that an additional aprropriation`of ` $1,000 be and the same is hereby made to the Charity Department. Carried. Depository ` Bonds.First The Clerk submitted a Surety Bond from the First National & National Bank to cover the City's deposits`in the amount Tompkins Co., of*$115,000 being in addition to a $35,000. bond already National Bank. on file, and also a personal Surety Bond of the ' Tomp kin s County National Bank in the amount of $200,000. By_Alderman Myers:seconded by Alderman Causer: RESOLVED: that the Depository Bonds submitted by,the Tompkins County National Bank and the First National Bank be and the same di hereby approved. Traffic Carried." Arterial Chief of Police Marshall explained the new traffic Highways conditions along the near route from Cortland and recommend... ed' that Ithaca Road and Mitchell Street be' designated as arterial highways. Also recommending that Thurston Avenue be included. He explained that he would perhaps need a small additional appropriation to cover.the expense of posting the intersecting streets with stop signs and placing a reflector danger signal at Dwyers Dam Curve. A. 103 Board of plio`'_ic ��ti1:S Mayor Bergholtz reported that the Board of Public I?rc_+aa'.si pion Works had acted on his suggestion to promote the Improvement program and also relieve the unemployment situation by planning some storm sewer construction for this Minter. He stated that they were without funds for this purpose and recommended that the Council comp with their request to furnish $25,000. for this work. At the Mayor's request the Clerk read the following resolution submitted by the Board "WHEREAS, the Board of Public Works is desirous of undertaking the construction of certain public improvements during this Minter, in order to aid in relieving the unemployment situation and at the same time advance the regular improvement program,and WHEREAS, the Board is without funds for such construction, now therefore, BE IT RESOLVED: that the Board of Public Works hereby requests the Common Council to furnish a fund in the total sum of $25, 000. for the use of the Board for the construction of storm sewers in and along the streets of the City of Ithaca; the proposed construction and cost thereof, to depend somewhat upon the severity of the weather but to be substantially in accordance with the following proposed schedule, and at the estimated costs respectively setforth therein: 1. Esty Street - Park Street' to Plain $1, 000. 2. S. Plain St. - Clinton St to Titus Ave 2,300. . Lake St. - On Gun Shop Hill 1,200. . Utica St. - Lewis St to Jay 800. 5. N. Aurora St. - King to Tompkins 1,710. 6. Yates St. - N.Cayuga St to Utica 850. 7. Tioga St - Marshall St to Farm & Farm St - Tioga to Aurora C,420. S. Green St. - Fulton St. to Meadow 900. 9. Corn St. - State St to Clinton St & Clinton St - Corn to Meadow St 5,320. 10. Buffalo St.- Fulton St. to Meadow & Meadow St. - Buffalo to Seneca 21000. 11. By Alderman Causer: seconded by Alderman Hines: Vote Lost WHEREAS, the Board of Public Works has submitted to the Common Council a recom, emendation and request that finds be provided in the sum of $25,000 for new construc- tion and permanent improvements consisting of storm sewer construction and, WHEREAS, the expense of such construction and improvement cannot be defrayed out of the ordinary revenues and tax levy, now therefore be it, RESOLVED: that the Comiion Council hereby approves the recommendation of the Board of Public Works and the proposed storm sewer construction and, pursuant to the powers and authority in the Common Council vested, by Art. 2-A of the General City Law and Section 3, Chap. 1 of the City Ordinances relating to the exercise of such powers, does hereby authorize the issuance of obligations of the City of Ithaca, N.Y,, in the sum of $25, 000. for the express purpose of constructing storm sewers in and along streets in the City of Ithaca, N.Y. and the proceeds of such issue shall be ap lied toward this specific object as setforth and in accordance with the recom:.endation submitted by the Board of Public Works, and be it further, RESOLVED: that said bonds shall be issued in the have of and upon the credit of the City of Ithaca, County of Tompkins, State of New York and shall be executed by the Mayor under the Corporate Seal of said City and counter- 104 signed by the City Clerk thereof. and the faith and credit of said City of Ithaca are hereby pledged for the payment of the interest and principal On said bonds, and be it further, RESOLVE Loh that there shall be included from time to time Annual Budget and Tax Levy a sum sufficient to provide for the payment of the interest and principal on said bonds as the same shall become due, and be it further, RESOLVED: that the obligations be"issued in'the form of coupon bonds in the denomination of'one thousand dollars each with the privilege of registration thereof both as to principal and interest, and be designated as "City of Ithaca,N.Y. Improvement Bonds Series H." And be dated January 1, 1932 as date of issue, and bear interest semi-annually on the first days of January and July in each year, and be sold at not less than _par and accrued interest; and be it furthers RESOLVED: that said bonds shall be numbered serially from one to twenty-five inclusive and shall mature in serially order number five thousand dollars in each of the years 1942 to 1946 inclusive, and further, RESOLVED: that the date of sale,and all.other provisions of said bonds, shall be fixed and.determined by the Common Council at such future time as it may deem proper and expedient.
