The minutes of the preceding meeting were corrected and ani)roved. Building, Zone The Mayor opened the Public Hearing, as advertised, Ordinance in relation to the proposed amendment to the Building AmTienda,ent Zone Ordinance. No persons appeared. The Clerk read the following resolution passed by the Planning Commission : RESOLVED: that the Planning Commission hereby approves and recommends to the Common Council that Sec.8B of the Building Zone Ordinance be amended to read "The written consent of the owners of seventy-five (75)'per cent of all property in the" A' and /or" B" residence district within two hundred (200) feet of the property" etc. By Alderman L?orrison:seconded by Alderman Causer: RESOLVED: that Sec.8B of the Building Zone Ordinance being Chap. Hovey Damage A damage claim of C.A. Hovey in the amount of Claim y$23.50 for damages to his car caused by its striking an old test well casing on West Clinton Street, was presented by the Clerk who reported that the same had been investigated by the Board of Public Works and that they a.prroved and recomrended that the claim be paid. By Alderman Causer:seconded by Alderman Sammons: RESOLVED: that the damage claim of C.A.liovey be paid. Carried. cDanie1s A damage claim filed by Cynthia McDaniels,4211. So. Claim, Albany Street, in the amount of $250.00 aledging damages caused by improper storra sewer connection was presented. By Alderman Morrison:seconded by Alderman Causer: WHEREAS, the damage claim of Cynthia Y cDaniels is indefinite and not in proper form, RESOLVED: that the same be rejected. Carried. Lucas Da,ma,e Attorney Treman made a preliminary report on his Claim investigation of the Peter & Ann Lucas damage claim, and on motion of Alderman Causer the matter was continued with the Attorney and Superintendent of Public Works for further - Old Age investigation and report at the next meeting. Relief Attorney Treman reported at length on his investiga- tion of the best method of administering the Old Age Relief under the Public Welfare Law, and recommended that the City administer its own Old Age Relief, and so notify the State Department. Hosn,ita.l Bill A bill was presented from the Ithaca Memorial Hospital in the amount of $182.50 for services to John gcEver who.had been transferred to the Hospital while at the County Jail on cona.gitmPnt from City Court. By Alderman Sammons:seconded. by Alderman Morrison: RESOLVED: that this bill be paid and charged to the Charities Department. Doctor Carried. Bills Action was deferred on bills of Dr.Frank J. McCormick and Dr. R.M.Vose, since Alderman Causer offered a motion which was seconded and carried that the Mayor appoint a Conriittee to include himself to investigate these bills and take up with the Medical Association the matter of paying for services rendered charitable patientsv and City charges. Bonds 81 I1 [11 OV EMENT Mayor Bergholtz re-norted that in accordance with the Council's authorization, he and the Finance Committee had advertised for bids for the remaining $100,000 Improvement Bonds,and on July 26th received two bids, one from the Tompkins County National Bank and one from. the Ithaca. Trust Company, each bidding par and accrued interest for one-half the issue. He stated that the sale was therefore awarded, $ 50,000. each to the Trust Company and Tompkins County National Bank, that the bonds had been delivered and paid for and he recommended that the Council. ratify and approve the action of the Committee. By Alderman Morrison: seconded by Alderman Sammons: RESOLVED:that $300,000, proceeds of the sale of Series "G" 4,',,, Improvement Bonds, be and the same is hereby a.pp ropriated,for the uses of the Board of Public Works as an IMPROVEZENT FUND in accordance with their requisition of April 2,1930. Carried. A communication was presented by the Mayor on behalf of the Board of Public Works in regard to the surpluses and deficits.under various items in.the Improvement Fund and requested authorization to use unexpended balances acc,ruring to various jobs to defray the expense of new jobs authorized, and for.other purposes as setforth in the detailed statement submitted herewith. By Alderman Causer:seconded by Alderman Morrison: WHEREAS, a communication has been received from the Mayor on behalf of the Board of Public Works in .regard to certain surpluses and deficits for various items as con- tained in a communication presented to the Common Council by the Board of Public Works on April 2nd,1930,-more accurate surveys, estimates and costs now being available and �HEREAS; at the present time it is deemed in- advisable to erect a wa)1 on the west side of Linn Street bridge over Cascadilla Creek, at an estimated cost of $1,000.00, inasmuch as Cornell University has not vet constructed a similar wall on the east side of said bridge; and WHEREAS,it is deemed inadvisable at the present time to install a storm sewer in South Plain Street at an estimated. cost of $2,600.00, inasmuch as no curb and gutter has been constructed nor planned in South Plain Street and it would be advisable to await the insta.11a.tien of such curb and gutter and catch basin before constructing such storm sew errand WHEREAS, it is impossible at the present time to construct a sanitary sewer for a Tioga Street line from South Hill at an estimated .cost of $11,500.00, inasmuch as the owners of certain property are unwilling to convey to the (ity the necessary right-of-way therefor, and upon reconsideration of the need for such sewer it does not appear that the construction thereof at the present time is essential; and WHEREAS, it is deemed uneconomical to install curb and gutter on North Meadow Street at an estimated cost of 070n,nn, inasnuch as such. street may be paved. in 1931; and S ►Z WHEREAS, it is deemed inadvisable to install curb and gutter on Fulton Street between Meadow and Green Streets at the present time for the reason that such street has just been filled and it is deemed -better to wait until such fill has settled; and WHEREAS; it is deemed inadvisable at the present time to spend as mush as $36,000 for graveling. streets for the reason that some of the streets originally contemplated to be graveled are in better condition than first appeared, and other streets may be paved within the next few years, and certain streets now paved with brick or other pavement are deteriorating so rapidly that it would seem more advisable to resurface them to save than than to improve other streets with the more temporary gravel surface; and WHEREAS, there have arisen certain -surpluses in various items of work already done out of the funds raised by the issue of Series G bonds,because work has been done or contracted for at less cost than the original estimates therefor, NO6,THEREFORE,BE IT RESUL�ED:- That in. view of the foregoing preamble the Common Council hereby approves the Board of Public Works using the following sums out of the proceeds of the issuance of said Series "G" Bond Issue, for pur- poses similar to those contained in the original communication to the Common Council on April 2nd, 1930, and for purposes now deemed to be more advisable or essential for the best interests of the City of Ithaca. To meet the deficit in the actual cost of the storm sewer on.Kline Road, over the original estimate of $3,000.00, not exceeding $2,000.00. To meet the deficit in the actual cost of the storm sewer on Brindley Str._,et, over the original estimate of $1,500.00, not exceeding $700.00. To meet the deficit in the actual cost of resurfacing Dryden Road, over the original estimate of $4,500,00, not exceeding $3,500.00. To meet the deficit in the actual cost of in= stalling curb and gutter on Heights Court,ove.r the original estimate of $1,000.00, not exceeding $50.00. To meet the deficit in the actual cost of installing curb and gutter in 11arsha.11 Street, over the original estimate of $300.00,not exceeding $50.00. To meet the deficit in the actual cost of installing curb and gutter in the Third Ward.,over the original estimate of $7,350.00, not exceeding $2,000.00. To meet the deficit in the actual cost of resurfacing North Cayuga Street, over the original estimate of 08,950.00, not exceeding $9,050,00; this improvement appearing to be necessary in order to save the existing pavement from further serious deterioration; and it also being uneconomical to put the City Asphalt Plant in.operation for only a short stretch of asphalt resurfacing. To meet the actual cost of installing a storm sewer to carry off surplus surface waters which might cause damage to streets and adjoining property,as follows : Madison Street ---not exceeding $780.00 Cayuga & Lewis Sts.--- " to 850.00 Cayuga. &Tompkins Sts.- " " 150.00 Ithaca Road --- - ---- " " 800.00 Third Street ------- " " 850.00 Cornell " ------ " " 1,000.00 To install a sanitary sewer in Cascadille, Street prior to concrete paving being installed therein, not exceeding To install a storm sewer in First Street and Franklin Street, in order to carry off surface water from the City Storage Yards and other property, not exceeding $350,00. To make emergency repairs on the Stewart Avenue Bridge, over Casdadilla Creek, to prevent the possibility of a serious accident 48,000.00. To install concrete pavement in Wyckoff Avenue, as,well as curb and gutter, pursuant to petitions of adjoining property owners, end because of the amount of traffic thereon, and instead of merely improving with gravel, and in view of the removal of the trolley tracks from said street, not exceeding $11,200.00. ` For installing storm sewers in Giles and Hudson Streets because of the new pavement,not exceeding $4,500.00. ' For paving extras - not exceeding $3,000. for engineering and inspection services in connection with the improvements under said Bond Issue, not exceeding $3,000.00. Approved --August r,1930. police 1iayo Conference Rochtiter Chief Marshall reported on his attendance at the annual Police Convention in Rochester, stating that the "KEYNOTE" of the meeting was Courtesy to the Public and that mush good was accomplished during the Conference and he thanked the Mayor and Common Council for permitting him, to represent the City. Alderman Causer stated that in his business he was in a particularly advantageous position to hear comments from the travelling public and visitors as to the City, and that he wished to publicly commend and complement the Chief and his Department on their courteous and kind treatment to the Public, especially to visitors and guests from out of Town.
