Minutes of the preceding Annual and Special
meetings read and approved.
Street
In the matter of the Amendment of the
Ordi- Zoning; Ordinance pertaining; to the 100 block
Vlest Green Street. a communication wasp submitted
from the Planning Commisnion recommending that the
ordinance be amended to incorporate the nropert;T
frontages in the 100 block in 'Nest Green Street
in the "Commercial Zone".
Messrs Peer and Stephens appeared before
the Council submitting arguments in favor of the
proposed amendment.
Mr. Bolton and Pars. Bolton, Miss Wilkinson
and 1,4r. Simpson appeared in opposition to the proposed
changed as detrim, entn,l'.y affecting the homes of
some of the residents in the dittrict.

RESOLVED: that no change be made in the
Zoning ordinance pertaining to this district.

It appearing that the Zoning Ordinances require
a majority vote of all members of the Common Council
to c#ange the ordinance in this respect, the vote was
declared without effect.

RIMLITIED: that further consideration o7 the
foregoing matter be deferred until the next
regular meeting.

Library
AsSocia.tion Per. Harry G. Stutz appeared before the Common
Council in behalf of the 33oard of Directors of the
Cornell Library Association appealing for support by
the City in promoting; better Library facilities for
the City, either by financing a new building, or
contributing to the maintenance and operation of a
new and better plant. Suggesting',' that a, Committee
from the Corgi -:on Council be errointed to confer
with, a, like Com.,,ittee from. the Association in review
of this proposition.
The Mayor appointed the Finance Core..ittee
to represent the Common Council in conference with
the Library Association.

Telephone
Conference
The �ia.yor reported on a Hearing in Albany relative
to the proposed advance of rates by the Telephone Co.,
at which nearly all the Cities of the State were
represented with the result that the Public Service
Commission had promulgated temporary rates providing
for a 20�o reduction on the rates promulgated by the
Company, permanent rates to be announced about Lay 1st.
A com_unication was received from the State
Conference of City Officials announcing the date of
the Mid --Winter Meeting as 11"arch 5th.

RESOLVED: that the AMayor and City Clerk be
authorized to attend the Mid --Winter Meeting of
the Conference.

Bond Surety
A Surety Bond of the ^first National Bank in
the sum of $35,000.. issued by the Glens Falls
Indemnity Company was presented.

RESOLVED: that the Bond of the First National
Bank be accepted and filed.

RESOLVED: that the Indemnity Bond of the
Tompkins County National Bank as Depository of City
Funds be approved and accepted.

Extra. Help.
The :4'ayor invited attention to the additional .services
required in the City Cbernberlain's office with special
reference'rot the -requirement of handling the funds and
accounting of the Board of Education, and announced
that the Board of Education would probably participate
in the necessary expense of a.d,?itional clerical help.

RESOLVED: that the �11'avor be empowered to
engage prow-isional help in the City Chamberlain's office
until such time as perr.^.a.nent arran'frenents may be
determined.

The Commissioner of Charities a-pnea.red before
the Council relative to efforts to Secure office
quarters, explaining, that so far he had been unable
to find suitable quarters for recor:i,-enda.tion to the
C oinon Council.

RESOLVED: that the natter of providing suitable
office quarters for the Commissioner of Charities
and the Police Woman be referred to the Commissioner
of Charities and the Ya,yor with power.
Adopted.
The Mayor reported on a recent conference
with a group of Physicians and the Comr:.issioner of
Charities relative to the constantly increasing
Hospital charges against the Charities fund with a. view
of undertaking to reduce such expense by care at Homes,
and compendation to Physicians for Home Service Care.

RESOLVED: that the audit submitted by the
Finance Committee be approved and payment of bills
directed.
