I. Call to Order
Vice Chairperson Schlather called the meeting to order at 8:50 A.M.
II. Agenda Additions/Deletions ― None.
Bohn reported an additional item should have been included under New Business,
involving increasing the originally authorized funding amount for the consultant
contract for Dick Ruswick.
Cummings recalled that the Committee originally intended on keeping the discussion of
potential new sources of funding as a long‐term agenda item. She would like to have it
added to the agenda as a standing item, as “Future Funding Opportunities,” under Old
Business.

IV. Review of Meeting Minutes: September 19, 2014
Cummings moved, seconded by Whitmore, to approve the September 19, 2014

V. New Business
A. Public Authorities Accountability Act (PAAL) Compliance
Bohn explained that the Public Authorities Control Board is the state entity that requires
submission of a wide variety of information (e.g., financial, membership, policy), which
is also posted to the IURA web site. The IURA has completed all the submissions
required for closing out 2013 and has submitted the 2015 adopted budget.
• 2013 Investment Report
Bohn explained that the IURA’s cash assets are deposited on accounts at Tompkins Trust
Company where assets up to $250,000 are insured through the FDIC. The balance
above the Federally‐insured limit is secured by bond investments in U.S., state and
municipal government securities held by the financial institution.
Cummings asked who determines what the bank invests in. Bohn replied that those
details are reviewed by auditors, who ensure the bank is complying with sound,
generally accepted financial practices. Bohn remarked that he specifically asked the
auditors about the use of municipal bonds as investments, to which the auditors replied
that the municipalities hold high Moody or S&P credit ratings and they are very
conventional and safe. The IURA does not earn any interest on these underlying bonds;
the funds just serve as collateral against its accounts.
• Real Property Inventory
Bohn reviewed the listing or real property and explained that IURA properties tend to be
clustered in a few areas in the city (e.g., Inlet Island, downtownand Cherry St.)
Cummings observed that the INHS land trust properties are not being taxed at their
original purchase price property value ― they are being taxed considerably higher in
some cases. So many homeowners are being burdened with unaffordable taxes; and
the Tompkins County Department of Assessment is unwilling to assess them at their
restricted resale value. The IURA needs to be aware of this issue and determine how to
resolve it. Cummings stressed that the IURA needs to ask INHS some persistent
questions about what are they going to do with all their owner‐occupied housing
projects.
Bohn replied that INHS does factor in the projected restricted market value into the
initial sale to the buyer, but many properties simply appreciate quickly in value.
• Mission Statement & Measurement Report
Bohn explained this is an opportunity to review the IURA Mission one more time.
Cummings noted it should be posted prominently to the web site. Bohn replied he will
follow up.

Bohn noted that the IURA is generally doing well in terms of its Economic Development
Performance Measurements ― except (1) “Living Wage Jobs (Goal: 75% of total)” and
(2) “Job Training Leading to Job Placement.” He noted the job training issue is being
actively discussed at the Neighborhood Investment Committee (NIC).
Cummings recalled that the last time the GC performed this particular review it also
reviewed and modified the IURA Board survey. She asked what happened to it. Bohn
replied that it was brought up to the IURA Board, but the Board did not seem motivated
to hold an in‐depth discussion about it. Bohn indicated he has not yet received all the
questionnaires back from IURA Board members.
Schlather indicated she would love to see the completed surveys, when they have all
been received. Bohn replied he would make sure to do that.
B. Personnel Matter ― Possible Executive Session to Discuss Employment History of
Particular Person

Cummings moved, seconded by Whitmore, to open the Executive Session at 9:13 a.m.
to discuss the employment history of a particular person.

Schlather reported that during the Executive Session the resolution to recommend
awarding the proposed bonus to the Contracts Monitor was passed unanimously as
follows.

Bonus for IURA Staff Member
WHEREAS, the Contracts Monitor temporarily assumed increased responsibilities and
work load resulting from three staff changes and a 6‐month vacancy in the Community
Development Planner position during 2014, and

WHEREAS, the Contracts Monitor exercised initiative and cooperation to fill work gaps
to ensure seamless implementation of the community development program while
meeting compliance reporting deadlines and training new staff in 2014, and
WHEREAS, one example of expanded tasks assumed by the Contracts Monitor is lead
responsibility for all aspects of interfacing with the HUD on‐line disbursement and
reporting system, and
WHEREAS, the 2014 IURA budget includes an unallocated $5,000 reserve for merit‐
based bonuses and/or salary increases, which funding has not been allocated to date,
and
WHEREAS, IURA management recommend the Contracts Monitor be awarded a bonus
in recognition of extra tasks assumed during a period of staff turnover and vacancies,
and
WHEREAS, the IURA Governance Committee considered this matter at their November
21, 2014 meeting and recommend the following; now, therefore, be it
RESOLVED, that the IURA hereby awards the Contracts Monitor a $3,000 bonus in
recognition of her initiative to temporarily assume additional tasks to advance the
community development program in 2014 during staff turnover and staff vacancies.

C. Modify “Contracts Monitor” Position to “Community Development Program
Coordinator” Position
Cummings asked if the IURA should really be creating an entirely new position, as
opposed to simply assigning additional responsibilities and increasing the salary. She is
concerned with creating job descriptions that are too task‐specific, since anyone filling
the position in the future would bring a different set of skills with them. She also noted
she does not like the “Community Development Program Coordinator” title: it sounds as
though it supervises the Community Development Planner position; and it is also not
clear from the title what the position is in relationship to the Director.
Schlather responded that someone being hired has the right to know what the job
description is. Cornish agreed, noting the job description should definitely address the
specifics of the position.

Bohn added that when a performance evaluation is performed it is explicitly tied to the
job description.
Cummings observed the Program Coordinator title makes it sound like the position
involves substantive work with programs
Cummings suggested retaining the same original title, but simply changing the duties.
Bohn replied that could be done; although the change in title was the preferred option.
Cummings noted she is much more comfortable with the Contracts Monitor title.
Schlather noted the third bullet seems too specific (“Perform records‐related human
resources and benefits coordination, including records retention per labor law
requirements, insurance coordination and compliance, and pension benefits
coordination.”). Bohn replied that could be broadened and made more generalized.
Whitmore moved, seconded by Schlather:
Modify Job Description and Salary of Contracts Monitor Position
WHEREAS, IURA management has recently completed a performance evaluation of the
Contracts Monitor, and
WHEREAS, IURA management, in conjunction with the Contracts Monitor, has
identified several additional duties outside the scope of the Contracts Monitor’s job
description that are important for the Agency effectiveness and to meet funder
obligations, and
WHEREAS, recommended new and expanded duties include, but are not limited to:
• Lead responsibility to develop and maintain an effective IURA web presence;
• Performing human resource coordination, record‐keeping and compliance
functions;
• Lead responsibility to set up, fund, disburse and report on HUD Entitlement
activities in HUD’s on‐line disbursement and reporting system, and
WHEREAS, it is appropriate to consider a salary adjustment for a position with
expanded duties and responsibilities, and
WHEREAS, the incumbent Contracts Monitor is receptive to performing expanded
duties and responsibilities, and

WHEREAS, IURA management recommends a salary increase for the position of $2,500
to reflect expanded job duties, and
WHEREAS, the adopted 2015 IURA budget includes $5,000 for merit‐based bonuses
and/or raises, and
WHEREAS, the IURA Governance Committee reviewed this matter at their November
18, 2014 meeting and recommends the following; now, therefore, be it
RESOLVED, that the IURA hereby adopts the attached Contracts Monitor job
description, dated November 21, 2014, which included expanded duties, and be it
further
RESOLVED, the authorized annual 2015 salary for Contracts Monitor position be
increased by $2,500, up to $47,622.77, and be it further
RESOLVED, that this resolution shall take effect for the first full payroll period in 2015.

Contracts Monitor
Ithaca Urban Renewal Agency
The Community Development Contracts Monitor is responsible for coordinating
and monitoring contractual obligations of the Ithaca Urban Renewal Agency
(IURA), developing and maintaining internal systems related to record keeping
and compliance, maintaining an active and effective web presence for the
Agency, and performing administrative human resources functions.
A. Duties and Responsibilities
• Monitor program activities for compliance with contractual requirements,
including site visits.
• Draft funding and other contract agreements in collaboration with legal
counsel.

• Monitor interagency agreements and agreements with grantees and
contractors to carry out programs.
• Prepare reports and other compliance documents related to the program for
submission to the Department of Housing and Urban Development (HUD)
and other funders, such as the Consolidated Annual Performance &
Evaluation Report (CAPER), and project set up and reporting on HUD’s on‐
line Integrated Disbursement & Information System (IDIS).
• Develop systems for assuring and documenting compliance with program
requirements. This includes file management and identification of required
program reporting and compliance deadlines.
• Provide technical assistance to grantees as it relates to meeting their
contractual requirements.
• Review processes and procedures used for monitoring and reporting on
community development activities and implement changes to improve
efficiency, effectiveness, compliance, and public understanding of IURA
programs.
• Maintain inventory of IURA assets.
• Develop and maintain a professional web presence
• Develop and maintain hard copy and electronic filing systems
• Perform record‐related human resources and benefits coordination
• Develop and maintain written policies and procedures as needed for office
administration, filing, and human resources
• Orient and train new contractors and/or employees in administrative and
office requirements
• Other related tasks as assigned.
B. Supervision and Guidance
The Contracts Monitor works under the supervision of the Community
Development Planner, while exercising considerable independent judgement on
both routine and non‐routine matters. The Contracts Monitor may coordinate
activities with other staff members and legal counsel to ensure timely
completion of the work as needed.
C. Qualifications
Skills
• Outstanding organizational skills, ability to maintain detailed and accurate records,
ability to multi‐task and keep track of a multitude of details;
• Ability to schedule own work and manage time to meet deadlines and complete
assignments and reports in a busy office environment;

• Computer literacy, including fluency with Microsoft Word and Excel programs,
internet, and email software;
• Strong interpersonal skills and the ability to work with confidential information, and
successfully work with and serve a diverse local community;
• Excellent oral and written communication skills; and
Education/Experience
• An Associates degree in a related field and four years of relevant experience; or
• A Bachelors degree and two years of relevant experience; or
• Any combination of education and experience equivalent to the above.
D. Amend 2014 Independent Legal Services Contract: Richard P. Ruswick
Bohn explained that the IURA currently has a $5,000 contract with Ruswick; however,
due to some unanticipated additional expenses (e.g., closing on Stone Quarry
Apartments), the authorized budget amount is too low to cover all the costs. As a
result, Bohn proposes increasing the authorized amount to $8,000. He noted that all
legal expenses on the Stone Quarry Apartment project are reimbursed from the
borrower.
Cummings moved, seconded by Whitmore:
Amend 2014 Independent Legal Services Contract: Richard P. Ruswick
WHEREAS, the current annual contract with Richard P. Ruswick, Attorney at Law,
authorizes up to $5,000 in expenses, and
WHEREAS, the IURA has incurred $6,318 in legal fees to date resulting from two low‐
income housing tax credit projects that were fully reimbursed by the borrower, and
WHEREAS, the IURA Governance Committee considered this matter at it November
meeting and recommend the following; now, therefore, be it
RESOLVED, that the authorized amount of the contract with Richard P. Ruswick,
Attoreny at Law be increased from $5,000 to $8,000, and be it further
RESOLVED, that the IURA Chairperson, subject to review by IURA legal counsel, is
authorized to execute a contract amendment to implement this resolution, and be it
further

RESOLVED, that the source of such funds for legal services shall be derived from a
variety of funding sources, including, but not limited to, CDBG and HOME funds, and
expenses shall be billed to the appropriate source of funds for which the services were
performed.

VI. Other Business
A. Review of IURA Financials ― October 2014
Cummings indicated she would be interested in seeing data on the IURA’s declining
budget in terms of real purchasing power over time, since 2004. She is concerned the
IURA is falling too far behind. She asked if it would be possible to have that kind of data
available for discussion at the next meeting.
Grants
Bohn explained that IURA staff created a more useful format for the grants summary
portion of the financials report.
Cummings asked if there were any other pieces of information that should be captured.
Bohn replied that accomplishments could be included; however, they would require an
additional spreadsheet. This particular report is more of an immediate expenditure‐
tracking tool; however, the most recent two‐year period could also be included on
another sheet.
Bohn noted that all projects are moving forward on schedule, with a few exceptions
indicated in red.
Loans
Bohn reported that the Art and Found is past due for the first time, while The Argos Inn
is now current and the State Theatre will be current on November 15, 2014. The
Bandwagon Brew Pub is also current.
Leases
Bohn reported that all lessees are current.

B. Committee Membership Recruitment
Cummings asked if any progress had been made in identifying prospective committee
members. She recalled Rosario was going to follow up on one or two possibilities he
had thought of. Cummings noted she also spoke to Mike Cannon to see if he had any
suggestions.
C. IURA & Common Council Actions of Interest to Committee
None.
