Chairperson TRACY FARRELL called the meeting to order at 8:35 AM with Committee members FERNANDO
DE ARAGÓN, CALEB THOMAS, and TERESA HALPERT present. KARL GRAHAM arrived at 8:39 A.M. Staff member
NELS BOHN was also present. JOE BOWES from PathStone, PETER TROWBRIDGE from Trowbridge Wolf
Michaels, STEVE HUGO and NATHAN BROWN from HOLT Architects, and PAUL MAZZARELLA from Ithaca
Neighborhood Housing Services (INHS) were also in attendance to discuss the Stone Quarry
Apartments proposal.

It was agreed to approve the HOME contract with Catholic Charities of Tompkins/Tioga, with the
limitation that it will not expand more than 25%, until the CDBG component has been approved.

Paul Mazzarella recapitulated the salient details of the proposed project and noted that the project

The committee discussed the following recommendations:
• Expand the amount of covered bike storage
• Consider raised crosswalk from the Multi‐Family Building to the playground
• Consider providing outdoor screened storage space
• Consider adding railings to the at‐grade patios
It was noted the townhouses could be sold as individual units, after 50 years.
It was noted the project would need a zoning use variance for the R2‐a Zone. (In fact, the project
represents a use that is much more in line with the use of the surrounding neighborhood.)
By consensus, the following was passed unanimously:
It was agreed to approve the recommendation to provide funding assistance to the Stone Quarry
Apartments project (INHS & PathStone Development) at 400 Spencer Road in the amount of
$200,000, employing HODAG funds. It was also agreed to consider providing further funding to
achieve a total of 20% non‐state funding.
By consensus, the following was passed unanimously:
It was agreed to approve the issuance of a letter to the Board of Zoning Appeals (BZA), in support
of granting the variance for the Stone Quarry Apartments project (INHS & PathStone
Development) at 400 Spencer Road.
